Synopsis No. 46. This requirement is for technology, analytical,
engineering, program management, and administrative services in support
of Command, Control, Communications, Computers, and Intelligence (C4I)
programs formerly within SPAWAR PD 70. We anticipate the need for 68
staff-years of effort for one year, plus 68 staff-years of effort for
each of four option years. Sources sought synopses were published 03
November 1995 (synopsis 4) and 27 December 1995 (synopsis 18) fully
describing the effort. The 102 staff-years of effort described in these
synopses are being split between a full-and-open competition (68
staff-years) and a small-business set-aside (34 staff-years). This
synopsis is for the full-and-open competition. U.S. companies only
(NOFORN). The Standard Industrial Classification (SIC) is 8711. The RFP
will be available on or about 31 May 1996. The RFPs will be available
only by calling the SPAWAR Contracts Bulletin Board System (BBS) (703)
602-9494, and downloading it. The BBS operates at 14,400 BAUD with a
setting of 8:N:1. The RFP will be in WordPerfect for Windows 6.0
Format. The file will be compressed by a shareware program,
PKZIP204GEXE. The RFP file name will be 96R36.ZIP. To download the RFP,
the interested parties will need, at a minimum, a PC or MAC with modem
emulation software that supports VT100 or ANSI standard, a modem that
operates between 300 bps - 14,400 bps, and 1.5 MEG free disk space.
The Bulletin Board operates at 14,400 BAUD with a setting of 8:N:1.
TELEPHONE INQUIRIES FOR THE RFP WILL NOT BE HONORED. Potential offerors
must possess a TOP SECRET facility clearence at time of award.
Interested parties who would like a copy of the RFP must access the
bulletin board. Prospective offerors are required to supply the name
and address of their company, the Point of Contact's name and phone
number on the on-line questionnaire in order to be placed on the RFP's
Bidders List. The bulletin board will be available 24 hours a day,
seven days a week, however, as demand may be heavy, it may be necessary
to call repeatedly or during off hours. If assistance is needed

602-1842. Offerors who would like a copy of the RFP and do not have
access to a modem may bring a formatted high density, 3 1/2'' disk to
the Contractor Liaison Branch, Space and Naval Warfare Systems Command,
2451 Crystal Drive, Arlington, VA 22245-5200, Room 201, between the
hours of 7:30am-4:00pm Mon-Fri. All offerors may submit a proposal
which will be considered. Interested parties should upload their
questions to the ACTIVE RFP File Library, and the file name must
contain ''96R36'' plus three other characters of their choice, example
