R -- ENGINEERING AND TECHNICAL SERVICE IN SUPPORT OF THE SURFACE SHIP TORPEDO DEFENSE'S (SSTD) LAUNCHED EXPENDABLE ACOUSTIC DEVICE D) AND THE SPECIAL VEHICLES PROJECT SOL N61331-96-R-0038 DUE 062696 POC Jesse L. The Coastal Systems Station, Dahlgren Div, Naval Surface Warfare Center, Panama City Florida intends to award a sole source contract to Pacer Systems, Inc., 7104 Laird St., Panama City, FL 32407 for Engineering and Technical Services in support of the Surface Ship Torpedo Defense (SSTD) and Special Vehicles Program at the Naval Coastal Systems Station, Dahlgren Division, Panama City, FL. This will be a follow on contract to complete the requirements started under N61331-92-D-0001 for the past five (5) years. The contractor shall be required to perform tasks over the full range of Systems Engineering as reflected by MIL-STD-499 Engineering Management, Army FM 7700-78 Systems Engineering and the Defense Systems Management College's Systems Engineering Management Guide in support of the surface Ship Torpedo Defense's (SSTD) Launched Expendable Acoustic Device (LEAD) and the Special Vehicles Project. As noted this has been an on-going project and it will be to conclude the requirements already in process. Pacer Systems, Inc., and their team of sub-contractors, has developed a detailed knowledge of these programs through the support they have provided under the above cited contract. The duration of the contract to be awarded is limited to one (1) year, however it is anticipated that most requirements will be completed in the first six (6) months. No other contractor will be able to build the knowledge base that Pacer has already achieved to complete this work within the alloted time frame. See Note 22. (0128)
