indefinite quantity, fixed-price Architect-Engineer (A- services
contract for historical preservation and other projects located in the
States of Alaska, Idaho, Oregon, and Washington (Geographical Limit)
A-E services under this contract consist primarily of the preparation
of Historical Building Preservation Plan (HBPP) and related reports,
conver- sation of Historic Structures Reports to computerized HBPP
reports, design and review of projects in historic buildings,
preparation of nominations to National Register of Historic Places, and
assisting the GSA staff on other preservation matter of historical,
architectural, archaelogical or cultural significance to GSA
properties. The A-E firm may be called upon to make recommendations
concerning National Historic Preservation Act compliance. The A-E shall
be or become familiar with the Advisory Council on Historic
Preservation regarding Protection of Historic and Cultural Properties
(36 CFR 800), the Secretary of the Interior's Standards for
Rehabilitation and Guidelines for Rehabilitating Historic Buildings,
and the GSA computerized HBPP programs for identification and
management of historic buildings and properties. The scope of A-E
services under this contract may include, but not be limited to,
facility surveys, studies and reports, planning, programming designs,
calculations, working drawings, supecifications (GSA Versions of AIA
MASTERSPEC), cost estimates, record drawings, design-related post
construction services, and construction observation services. Services
may also include reviewing designs produced by other A-E firms and
assisting the GSA staff in in-house design. Types of projects include
space renovations, waterproofing, roofing, painting, asbestos
abatement, security, fire protection, safety, health, building
equipment/systems and other small to medium repair/alteration work to
existing Federally-owned or leased facilities. The following are
examples of buildings for which services may be required under this
contract: 1. Federal Building, Anchorage, Alaska. 2. Federal Building,
Coeur D'Alene, Idaho. 3. Solomon Courthouse, Portland, Oregon. 4.
Federal Building, Bellingham, Washington. 5. Federal Building, Everett,
Washington This contract will be for one year with three one-year
renewal options. Cumulative contract award amount of work orders will
not exceed $750,000 for each year of the contract. The resultant
contract will include hourly rates for anticipated disciplines for use
in negotiating fixed-priced work orders. For design projects with an
estimated construction contract award amount (ECCA) not in excess of
$750,000, it is the Government's intent to incorporate the
''Supplemental A-E Contract Lookup Table, Figure B-2'' as payment
provision under the contract; the Government, however, reserves the
right to award a contract based on the negotiated hourly rates only.
Selection will be based on the following weighted criteria: (i) PROJECT
TEAM (30%) - Professional qualifications necessary for satisfactory
performance of required services by Team's key personnel, related
diciplines and consultants, as individuals and as a team. (ii) PROJECT
MANAGEMENT (15%) - Management plan, staff organization, and production
facilities to complete multiple orders on schedule, within budgets, and
at the proper quality level. (iii) QUALITY CONTROL (25%)- Visual and
narrative evidence of technical competence in required services, with
respect to work quality, aesthetic work, and innovations and
flexibility of designs, including research methods, reports, graphics,
and analyses, particularly applicable to historic building
preservation and to small and medium size renovation projects. (iv)
EXPERIENCE (30%)- Specialized experience in similar projects within the
past five years, especially with historical building preservation and
alterations, federal architectural styles and history, GSA procurement
regulations and design criteria, respective State and local historic
preservation standards and regulations, and asbestos abatement. List
awards for Historic Preservation and projects. List memberships and
level of involvement in Historical Preservation organizations.
Consideration is limited to A-E firms with demontrated capability of
performing all contract services at an existing active design and
production office located within the Geographical Limit stated above.
A joint venture and/or a firm/consultant arrangement will be considered
and evalualted on a demonstrated interdependency of members to provide
a qualified effort; at least one partner or key personnel of a joint
venture and/or firm/consultant arrangement must have an existing active
design and production office within the Geographical Limit and must
demonstrate the capability to perform at least 80% of all contract
services. Interested firms having the qualifications to meet these
requirements are invited to submit Standard Forms 254 and 255 along
with a letter of interest by June 12, 1996. A followup listing of firms
to be interviewed will be placed in this publication (refer to
