Vision/Reconnaissance, Surveillance and Target Acquisition (PM/NV/RSTA)
will hold an Advanced Planning Briefing for Industry (APBI) 23 May 1996
at the CECOM Bldg. 6th Floor Auditorium at 13:30 to outline the program
plan for a Thermal Omnibus procurement of the Driver's Vision Enhancer
(DVE) and Thermal Weapon Sights (TWS). The briefing will take place at
Ft. Monmouth, NJ. Details of the Omnibus DVE/TWS Procurement APBI will
be posted on the U.S. Army CECOM Electronic Bulletin Board (EBB). DVE
is a thermal imaging device designed to provide GO vs NO GO mobility
for combat and tactical vehicles in day, night and degraded battlefield
conditions. TWS is a family of weapon mounted thermal sights used to
engage targets through adverse weather and battlefield obscurants
during daylight and total darkness. It is the intent of Project Manager
NV/RSTA to combine production procurement of these two systems as a
Thermal Omnibus contract with anticipated award in 2nd quarter, FY 97.
It is estimated that the final RFP will be issued in December 1996.
The RFP will include a request of hardware bid samples. This Omnibus
procurement will seek to leverage economies of scale and common
processes through the use of performance specifications and acquisition
reform (i.e. Horizontal Technology Integration (HTI) and Horizontal
Contracting Integration (HCI)). Suppliers interested in the Omnibus
DVE/TWS procurement are encouraged to monitor the U.S. Army CECOM EBB
for further program information. Interested participants are to submit
name of attendees, organization and addres and if U.S. citizen to the
Contracting Officer in writing by 17 May 1996. FAX copies are
