synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation M67400-96-R-0002 is
issued as an Request for Proposal (RFP). The solicitation document and
incorporated provisions/clauses are those in effect through Federal
Acquisition Circular 90-37 and Defense Federal Acquisition Circular
91-9. DESCRIPTION OF REQUIREMENTS FOR ITEMS TO BE ACQUIRED: CLIN 0001:
Patch Panel, CAT-5; must consist of 8 conductor RJ45 modular jacks (EI
T568B AT&T Pin-Out) on front wired to 110 insulation displacement (IDC)
printed wiring board on the back; must be 48 port and capable of being
mounted to a 19-inch, EIA RS-310 type pack; mounting hardware shall be
included and panel must match AT&T color code pattern, 17 EA. CLIN 0002
Impact Tool Handle; must be able to punch down 110 punchdown blocks, 2
EA. CLIN 0003 Impact Tool Blades; must be compatible with Impact Tool
Handle listed in CLIN 0002, 10 EA. CLIN 0004 12 Strand, Indoor Grade,
Multimode Fiber Optic Cable; must be 62.5/125 um and capable of

able to pull 6500 pounds w/pull speed of 6 fpm @ 6000 lbs and 11fpm @

lashing on small diameter fiber optic cable, 1 EA. CLIN 0027 Cable
Splicer Kit; kit must includes Cable Splicers Knife, Electricians
Scissors with Stripping notches, and Slotted Leather Holder, 25 EA.
Offerors shall provide a complete description, to include
manufacturer/brand name and model number of products, in sufficient
detail to evaluate compliance with the requirements in the
solicitation. DELIVERY: All items shall be delivered FOB Destination
to: A/CS G-6, MCB Camp S. D. Butler, Bldg 5715, Camp Foster, Unit
35001, Okinawa, Japan. Acceptance of all items will be made at final
destination. FOR CLINs 0001-0013 REQUIRED DELIVERY TIME IS THIRTY (30)
DAYS AFTER NOTIFICATION OF AWARD USING COMMERCIAL
``AIRPORT-TO-AIRPORT'' AIR FREIGHT DELIVERY SERVICE ON GOVERNMENT
TENDER OF SERVICE AIR FREIGHT CARRIERS SUCH AS FEDEX, DHL OR EMERY. For
CLINs 0014-0027 delivery shall be sixty (60) days after award of
contract to Lathrop, CA. Final marking instructions will be provided at
the time of award. FAR 52.212-1, Instructions to Offerors - Commercial
Items (Oct 1995) applies to this acquisition as does FAR 52.212-2,
Evaluation - Commercial Items (Oct 1995). The following factors, listed
in descending order of importance, will be used to evaluate offers: (1)
Price. The Government intends to evaluate proposals and may award a
contract without discussions, therefore, offerors are encouraged to
submit their best offer from a cost or price standpoint. (2) Technical
Compliance with Specifications. Offerors shall submit descriptive
literature of the items being offered in sufficient detail to evaluate
compliance with the requirements in the technical specifications. (3)
Past Performance. Offeror shall submit the following information
concerning similar services furnished during the past two (2) years:
Name, address, telephone number, point of contact, total dollar amount
of contracts or orders from Federal, State, Local Government agencies
or private companies in which the offer has performed similar
services. In addition, the offerors may provide information on
difficulties encountered while performing those contracts or orders and
offerors' corrective action used to resolve those difficulties. Price
is an important evaluation factor for award; however, technical
compliance with specification and past performance factors, when
combined, are approximately equal to price. The offeror is required to
submit a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications - Commercial Items (Oct 1995), with
its offer. FAR Clause 52.212-4, Contract Terms and Conditions -
Commercial Items (Oct 1995) applies to this acquisition. FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders - Commercial Items (Jan 1996) is incorporated in this
solicitation; however, only the following additional clauses apply to
this acquisition: FAR 52.203-6, Restrictions on Subcontractor Sales to
the Government, with Alternate I (41 USC 253g and 10 USC 2402); FAR
52.203-10, Price or Fee Adjustment for Illegal or Improper Activity (41
USC 423); FAR 52.222-35, Affirmative ACtion for Special Disabled and
Vietnam Era Veterans (38 USC, 4212); FAR 52.222-37, Employment Reports
on Special Veterans and Veterans of the Vietnam Era (38 USC 4212). FAR
52.211-16, Variation in Quantity (Apr 1984), plus or minus 5% is
authorized for each reel of cable. Cables shall come in one continuous
line. FAR 52.211-17, Delivery of Excess Quantities (Sep 1989), FAR
52.214-21 Descriptive Literature (Apr 1984), and FAR 52.225-7 Balance
of Payments (Apr 1984) are also incorporated in this solicitation.
Offerors shall provide three (3) references of any recent and relevant
contracts for the same or similar items. Proposals will be accepted by
either US or foreign mail and sent to The Regional Contracting Office,
PSC 557 Box 2000, FPO AP 96379-2000. Offers must arrive NLT 1500
