Due to the unique nature of the acquisition, the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. However, all proposals received from responsible sources will be considered. Specifications, plans or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Requests for copies of solicitations must reference the solicitation number and must be in writing. Request for Proposals will be issued, by mail, approximately 15 days after the publication of this notice. No copies of the Request for Proposal will be faxed. This solicitation will be awarded as a firm-fixed price contract utilizing the Commercial Item format outlined in FAR Part 12 and DFAR Supplement 212.
