J. Wathen, Contracting Officer. The Offensive Sensors Laboratory (OSL)
of the Aircraft Combat Environment Test and Evaluation Facility located
at the Naval Air Warfare Center Aircraft Division, Patuxent River, MD
requires hardware and software to support the required testing of U.S.
Navy and U.S. Air Force airborne radar systems. This is a combined
synopsis/solicitation for commericial Brand Name or equal items
prepared in accordance with the format in subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. The solicitation number
N00421-96-Q-1021 is hereby issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-37. This acquistion
is unrestricted. All items shall be delivered within 12 weeks after
contract award. Earlier delivery is acceptable and desirable at no
additional cost to the Government. Deliveries shall be made F.O.B.
Destination to Receiving Officer, Naval Air Station, Patuxent River, MD
20670-5304. Inspection and acceptance will be made at destination. FAR
52.212-1 Instructions to Offerors-Commercial Items is applicable. For
evaluation purposes the provision FAR 52.212-2, Evaluation-Commercial
Items shall apply. The Government will award a contract resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government, price
and other factors considered. The following factors shall be used to
evaluate offers: Technical capability and price. The offerors shall
identify where the offered items meet each of the Government's
functional minimum specifications listed below. Any offeror who submits
a quotation on an ''equal product'' is required to clearly identify the
item by brand name, if any, and make or model number, and provide
literature (e.g. catalog, description, etc) which shows that the
offered product meets the salient functional and physical
characteristics as listed below (see DFARS 252.210-7000) The offeror
shall include a complete copy of the FAR provisions at 52.212-3,
Offeror Representations and Certifications -- Commercial Items. FAR
52.212-4 Contract Terms and Conditions -- Commercial Items is
applicable. FAR 52.212-5, Contract Terms and Conditons Required to
Implement Statutes or Executive Orders -- Commercial Items is
applicable. Offers are due by May 27, 1996, 2:00 p.m. The proposal must
be signed by an official authorized to bind your organization. You must

provided above. DESCRIPTION OF REQUIREMENTS FOR THE ITEMS TO BE
ACQUIRED: 1 ea Catalina Research, Inc. part number CRCV1M40-64-C6
Digital Signal Processor Board with Filter Coefficient Update Option
and ANSI C assembler and 1 ea Catalina Research, Inc. part number
12SM-1226-RV6/6J123-P750-CRI 6 slot 6U / 6 slot 9U VME chassis with 750
Watt power supply. The vendor for this specification shall provide a
Digital Signal Processor module with the following capabilities: 1) The
board shall occupy one VMEbus compatible, 9U form factor slot and shall
support D32, A24, and A16 data transfer and address modes and interrupt
capability. 2) The board shall continuously perform a 1024 complex
point, 48 bit (I & Q), block floating point FFT/Multiply/FFT (frequency
domain convolution) every 25.6 microseconds or less (continuous 40Mhz
complex data processing) 3) The board shall provide a High Speed
Coefficient Update Port (with realtime updateable swing buffers) for
frequency domain convolution processing 4) The board shall provide one
40 Million Complex Sample Per Second data port for input and one 40
MCSPS data port for output on the front panel. 5) The board shall
support correlation, sectioned convolution and filtering algorithms. 6)
The vendor shall provide low-level software drivers compatible with a
VME based Sun-compatible host and VxWorks realtime operating system
