617/494-2673. The Volpe Center plans to procure, as a sole source
acquisition from Caliper Corporation, four (4) labor years of technical
support services to modify TransCAD, GISPlus & Maptitude Software for
further specific transportation analyses. The Volpe Center and the U.S.
Department of Transportation currently have an extensive installed base
of the above mentioned products. This procurement will consist of
multiple, independent tasks designed to customize the geographic
information system (GIS)/ transportation analysis (TA) software
packages to address specific application requirements of a number of
ongoing projects at the U.S. Department of Transportation. In the
absences of responses from firms who can demonstrate their capability
to perform this requirement, The Volpe National Transportation Systems
Center intends to negotiate with Caliper Corporation on a
noncompetitve basis for the work described above. The authority for
this action is 41 USC 253 (c)(1). All responsible sources may respond
to the synopsis and all responses will be fully considered by the
agency. No contract award will be made on the basis of offers/proposals
received in response to this synopsis since this notice is not a
request for offers/proposals. Responses must be in writing and be
received no later than May 28, 1996. See Numbered Note 22. Responses
must reference Procurement Request 49-551. For Minority, Women-Owned
and Disadvantaged Business Enterprises: The Department of
Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
