LAYERED STRUCTURE ACOUSTIC TESTING SYSTEM (LSATS) - The Naval Sea
Systems Command is conducting a market survey to identify sources of
LSATS meeting our requirements; and upon which the Navy might conduct
performance and operational testing and evaluation. The goal of the
testing and evaluation will be to qualify the candidate system for
approval for Navy use and procurement. The LSATS must be able to detect
bond faults between built-up layers in composite (plastic/plastic,
plastic/metal, plastic/wood) structures of various types without the
use of ultrasonic techniques. The system must be able to detect defects
under a variety of unprepared surfaces (i.e. plastic, paint, epoxy) and
operate in a field environment. The system must be easy to use, be
capable of data reduction and analysis, and shall not reqire
specialized personnel training. The system components must break down
into ruggedized containers and be manually transportable. Firms
interested in being considered should submit, in writing, their
qualifications and experience for evaluation. All interested firms
should provide pertinent information concerning current in-house
capabilities and practices; quality control/quality assurance; and
demonstrated ability, and successful and timely completion of similar
work as demonstrated by a listing of past commercial and military
customers, contract numbers, points of contact and work descriptions.
This announcement is a request for information only and is not a
request for proposal (RFP) or announcement of solicitation. The intent
of this annoucement is to identify sources for the procurement of test
articles. If testing satisfies the U.S. Navy's needs, a follow-on
procurement of approximately four (4) units will be initiated in FY99.
Activities which fail to respond to this notice will not be placed on
the bidders list for a solicitation that calls for proposals for test
articles and options for subsequent production units. No telephone
inquiries will be accepted. The Government will not pay for any
material provided in response to this synopsis nor return the data
provided. Responses are required in 14 days after publication of this
