(PCB)0209-96. Draft Request For Proposal (DRFP) for Engineering,
Manufacturing & Development of the Follow-On-To-TOW (FOTT) Missile
System. The FOTT Missile is the next generation missile system for
current existing U.S. Army and Marine Corps TOW ground platforms. The
FOTT Missile System will be organic to and will provide improved,
long-range, lethal, anti-tank capability for organizations currently
equipped with tube launched optically-tracked, wire-guided (TOW) weapon
systems, except COBRA. The FOTT Program will consist of a 66 month
engineering, manufacturing and development (EMD) phase, various
applique kits, emulators, a form of production for the developed
system, test program sets development & production, contractor support,
and production of missile sets. A competitive selection will be made
based on formal source selection criteria and procedures. The DRFP is
limited to U.S. owned firms who possess a SECRET clearance; however
foreign industry may participate at the sub-assembly and component
level only in relation to the FOTT prime contractor. Subcontracting
opportunities must be arranged between primes and potential
subcontractors. Foreign industry and/or non U.S. citizens desiring a
copy of the unclassified portion of the DRFP must submit an official
request through their respective embassy, Washington D.C. to HQDA,
ATTN: DAMI-FSL. Requests received in any other manner will not be
honored. Contractors are to provide their cage code and classified
mailing address with each request. A FOTT reading room will be
established for the DRFP and will be located in the Redstone Scientific
Information Center (RSIC), Building 4484, Redstone Arsenal, AL. The
FOTT reading room and DRFP contains both classified and unclassified
data and data whose export is restricted by the ARMS export Control Act
(Title 22, U.S.C. Sec 2751 et seq) or the Export Administration Act
(Title 50, U.S.C. App 2401-2401). Additional information relative to
the FOTT reading room usage will be included in the DRFP. Foreign
access to the FOTT reading room will only be authorized after an
official request for visit authorization has been approved. Visit
requests are submitted through respective embassies to HQDA, ATTN:
DAMI-CII. The sole purpose of this notice is to announce the release of
a DRFP for industry for comments and is not for a formal solicitation.
