a presolicitation notice to give information on the Space Operations
and Maintenance (SOM) acquisition. Comments from industry are
encouraged. A sources sought synopsis was publicized in a previous CBD
announcement on 11 April 1996. The Draft solicitation contains
information that is subject to change and is not binding on the
Government. Updated information will be provided in the Final Request
for Proposal on or about 13 Sep 1996. The 50th Space Wing is seeking
qualified contractors to provide services required for satellite
operations, operations support, maintenance and training for the 50th
Space Wing and other users of the Air Force Satellite Control Network
(AFSCN) under the cognizance of Air Force Space Command. The purpose of
this announcement is to solicit offerors who can provide: superior
ground and space systems operations through the AFSCN in support of the
Department of Defense (DoD), the National Aeronautics and Space
Administration (NASA), the North Atlantic Treaty Organization (NATO),
the United Kingdom and other Government agencies. The Contract support
will occur principally, but not solely, at Onizuka Air Station,
California; Falcon Air Force Base, Colorado; and Camp Parks
Communications Annex, Pleasanton, California. The operational space
aspect includes: mission planning, real time command and control, orbit
management, training, analysis, testing, rehearsal evaluation and other
aspects of space systems command and control for geosynchronous to low
earth orbit vehicles. This support is of vital interest to the nation
and requires continuous support. The support to operations provided
under this proposed contract includes: the simulation development and
sustainment; Level I software and database maintenance support for the
Milstar Mission Control Segment (MCS); Level I software and
organizational hardware support for the Command and Control System
(CCS), Space Weather terminals, Global Positioning System (GPS) Master
Control Station; and Level I and II database development and
maintenance. The Security requirement for this contract is TS/SCI. The
government will conduct a site tour after the release of the Final
Request for Proposal on or about 16 Sep 96. The site visit will include
organizations at Onizuka AS, CA; Camp Parks Communications Annex,
Pleasanton, CA; Falcon AFB, CO; and the back up GPS facility at
Gaithersburg, MD. Site visit requests must be submitted in writing to

not later than 15 August 1996. A Security Clearance of Secret is
required for the site-tour. The Government will have a Bidder's Library
located at Falcon Air Force Base, Bldg #T-66. This library should be
available to all offerors as of 15 June 1996. Please contact A1C Rivers

a Government copier will not be available for use. The Government will
utilize Headquarters Air Force Space Command's Competition Advocate's
