This is an unrestricted solicitation to furnish research, analysis, development, test, evaluation, and documentation support of various environmental and other program elements. This effort encompasses data base development, data management, reporting, updating and upgrading, development of Standard Operating Procedures, and linking of electronic data in various formats, including PC (DOS and Windows), MAC, and UNIX platforms. This acquisition requires the development, maintenance, and integration of Geographical Information Systems (GIS) across platforms (PC, MAC, and UNIX) using ArcInfo and related software products. The support to be provided includes performance of systems analysis, database groupware development, data management, and reporting using Lotus Notes across various platforms. Performance of this effort requires knowledge of various federal, state, and local environmental regulations, rules, procedures, and guidelines. Demonstrated experience and expertise in using Lotus Notes and GIS is required as well as a thorough understanding of the interrelationship between GIS, Lotus Notes, and other environmental requirements. This effort will be performed on a Government facility in Dahlgren, Virginia on a full-time basis. It is anticipated that this requirement will be issued under a cost-reimbursement (term) contract utilizing approximately 15,000 man-hours per year for a base year and four one-year options beginning 01 October 1996. This is a continuation of the efforts currently being performed by Synetics Corporation under NSWCDD Contract N00178-95-D-1008, Delivery Order 0006.
