F -- NONPERSONAL SERVICES FOR OPERATION AND MANAGEMENT OF US ARMY DUGWAY PROVING GROUND'S CENTRAL HAZARDOUS WASTE AND STORAGE FACILITY SOL DAAD09-96-R-0011. Due 050996. US Army Dugway Proving Ground, Dugway, Utah is soliciting for nonpersonal services to manage and operate the Central Hazardous Waste Storage Facility (CHWSF) and related functions; disposal of and transport waste; sample and analyze waste in accordance with Federal, state and Army regulations, to include CFR Title 40, Sections 260-265, Dept of Transportation, Federal Occupational Safety & Health, Federal Water Pollution Control Act, DoD/Army, etc. The project will be a turn-key operation for which the contractor shall provide a total management service to include provisions for personnel with knowledge and experience with hazardous waste management and recordkeeping and experienced with, certified in, and capable of sampling waste. Contractor will be responsible for classifying and segregating waste according to EPA hazardous waste storage criteria, initiating and processing paperwork to Defense Reutilization and Marketing Office for the disposal of waste, maintaining inspection logs and inventories, clean up of spills and/or leaks and accomplish all recordkeeping required by Federal, state, EPA and Region VIII for the operation of the CHWSF and transportation of hazardous waste. Location of facility is US Army Dugway Proving Ground, Dugway, Utah. Anticipated duration of the proposed contract will be a five year base period with two (2) one year option periods.
