(513)366-2025 The U.S. Environmental Protection Agency (EPA)
anticipates awarding an energy savings performance contract for its
National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor,
Michigan. As authorized by the National Energy Conservation Policy Act
and the Energy Policy Act of 1992, under Energy Savings Performance
Contracting (ESPC) the contractor incurs the cost of implementing
energy savings measures, including performing the audit, designing the
project, acquiring and installing equipment, training personnel, and
operating and maintaining the installed equipment, in exchange for a
share in any energy savings directly resulting from implementation of
such measures during the term of the contract. Using ESPC procedures,
EPA's goal is to establish NVFEL as an energy and environmental
showcase facility by reducing source emissions, energy consumption, and
energy costs, while preserving or improving the integrity of the
Laboratory's mission. EPA recognizes that effective tools for reducing
emissions and energy consumption are high-efficiency HVAC equipment,
utilization of waste heat from on-site electricity generation, and
renewable energy systems. The existing 150,000 square-foot NVFEL
annually consumes approximately 700,000 therms of natural gas from
Michigan Consolidated Gas Company and 9 million kwh of electricity from
Detroit Edison at a peak demand exceeding 3 Mw. The approximate
breakdown of the Laboratory's $1 million annual energy bill is 1/4 gas
energy, 1/4 electric energy, and 1/2 electric demand. EPA seeks
innovative, resource-efficient, and highly integrated system designs
with synergy among interacting components. To inform interested
organizations of specific aspects of the proposed project and receive
industry feedback, EPA is conducting a presolicitation conference and
site tour beginning at 9:30 a.m. on June 18, 1996 at the NVFEL, 2565
Plymouth Road, Ann Arbor, Michigan. An information packet, including a
draft Statement of Work and details on NVFEL's existing energy
systems, has been prepared for review prior to the conference.
Organizations interested in receiving the information packet and
attending the presolicitation conference should fax their requests to

individuals who will attend the conference. Subsequent to the
conference, EPA intends to finalize and issue a formal Request for
