Agency (DNA) has a requirement to design, develop, construct, test,
evaluate, deploy, and support a turnkey Solid Rocket Motor (SRM)
Disposition System in Perm, Russia, as part of the Cooperative Threat
Reduction (CTR) program. The contractor shall be responsible for all
activities necessary to support the commissioning of a disposition
system for SRMs and the on-site technical support until December 2000.
There are three missile types involved: the SS-24 and SS-25 (mobile
and silo based) and the SS-N-20. The SRM disposition system shall be
capable of: disposing of approximately 17,494 metric tons of solid
propellant; handling approximately 916 rocket motors (SRMs); and,
eliminating all SRM motor cases and missile canisters in a legal,
environmental, safe manner, at reasonable cost, with low technical
risk, and within the project schedule. All toxic materials, missile
components, and explosives shall be eliminated in a non-military reuse
application either by legal, safe disposal, recycling of ingredients,
or reprocessing as commercial products. Final disposition of the SRM
cases and canisters shall be in compliance with the treaty between the
United States of America and the Union of Soviet Socialist Republics
on the reduction and limitation of strategic offensive ARMS. The
contractor shall provide technical oversight and support for the
disposition facility operation for the duration of the project. All
