intends to Subcontract for the following services from Hot Inplace
Recycling Equipment, Inc. (HIP), on a sole source basis: To repair and
resurface three miles of existing 24' wide asphalt roadway utilizing
a 100% pavement recycling system. This system includes, A contained
pavement preheating system capable of producing the temperatures
required to recycle up to 2 inches of existing pavement, An additional
heating system to produce a uniformity of mix temperatures ensuring
the quality of the recycled mix, An inline rake scarification system
capable of dislodging 1.5 to 2 inches of heated pavement materials, A
rejuvenation system capable of meeting the design application rates and
mix requirements through visually verifiable analog controls, An inline
milling capability to plain the existing pavement surface to create a
hot flat working surface for bonding the newly placed recycled mix
where milling will provide the ability to re-establish the existing
road crown and surface profiles, A mixing chamber accepting heated
milled pavement materials to provide a thoroughly homogenous recycled
mix, and a leveling system using a conventional screed with strike off
extensions and automatic feeder controls to provide adjustable mat
