SAMOA SOL DTFA08-96-R-04637 POC Alice Clark (310) 725-7563 The Federal
Aviation Administration (FAA) has a requirement to refurbish four (4)
living quarters located at Tafuna, American Samoa. The Contractor
shall provide all labor, materials, equipment, transportation, and
services necessary to furnish and install condensate pans and drain
pipes for the air conditioners, replace all louvered windows with
insulating glass windows and hollow tile wall, construct new wall
partitions and cover openings above windows, construct new ceilings,
replace all bedroom ventilators and new duct, modify hallway door,
install sliding glass doors, paint interiors and exteriors of houses,
excavate and trim trees and shrubs, repair rock walls, and final
clean-up. All site work shall be in strict accordance with FAA plans
and specifications. The estimated performance period should not exceed
ninety (90) calendar days, however, an actual performance period will
be stated in the Request for Offer (RFO). A Screening Information
Request (SIR) Process will be performed to pre-qualify offerors before
Request for Offer (RFO) #DTFA08-96-R-04637 is issued. Interested

Classification (SIC) for this procurement is: 1521. NOTE: Request for
Offers (RFO) WILL BE ISSUED TO OFFERORS THAT HAVE BEEN PRE-QUALIFIED
FOR THIS PROCUREMENT ONLY. Pre-qualification will be based on the
following (3) evaluation criteria. The evaluation criteria to be
utilized are listed as follows in descending order: a) Geographic
Location (Prospective firm's proximity to the project construction site
will be evaluated. Rating will be given to firms based on locality to
construction site in descending order: 1) Within Hawaii and American
Samoa; and 2) Outside Hawaii and American Samoa). b) Performance
Reference (Firms shall provide information on past and present
performance on contracts with government agencies and private
industries in terms of quality of work and dollar amount and reasons
for construction change orders). c) Financial Capability (Credit status
of credit references, and banking references). The estimated price
range for this procurement is between $50,000.00 and $100,000.00.
ADDITIONAL NOTE: Funds are not currently available for this
procurement, however funds will be available at time of award. This
notice BELOW is for informational purposes for Minority, Women-Owned
and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to 1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Programs (STLP), at prime interest rates to provide accounts receivable
financing. The maximun line of credit is $500,000. For further
