Z -- PRESOLICITATION FOR REMEDIAL ACTIVITIES FOR EXCAVATION TO INCLUDE TRANSPORTING OFF SITE AND TREATMENT OF CONTAMINATED SOIL AND INSTALL TWO PUMP SYSTEMS FOR THE DE AIR NATIONAL GUARD Sol. The project involves planning and implementation of remedial activities at three sites for the Delaware Air National Guard Base near the New Castle county Airport in New Castle, Delaware. The work includes, but may not necessarily be limited to the excavation of approximately 100 cubic yards of contaminated soil or sediments from the south drainage ditch (Site 5). The contaminated soil will be transported off-site and treated by asphalt incorporation. The work includes providing and installation of free product and groundwater collection systems (i.e. two pump systems) for two sites, Site 2 and Site 4B; to include operation and maintenance for a 6 month period. The contractor shall provide all the necessary labor, equipment, and materials for the proposed project. The contract will include an option clause to extend the maintenance period for an additional 6 months. The construction estimated price range is between $250,000 and $500,000. The tentative performance start date is on or about mid August 1996. The performance period is approximately 120 days from the issuance of the notice to proceed date. The solicitation may be available around June 28, 1996. There will be a charge for the solicitation package. To assist the contracting officer in reaching a set-aside decision all interested and responsible firms should as early as possible, but not later than 15 calendar days after publication of this notice, indicate an interest in bidding as a prime contractor or as a subcontractor on this project. The firm must indicate evidence of capability to perform including similar work with contract numbers, points of contacts, and telephone numbers, dollar amount of current construction bonding capability. In addition for set-aside 8a firms, submit a copy of the SBA certification letter. The contracting officer will utilize this information received to make a decision to issue this solicitation as restricted to 8a or unrestricted without further notice. The applicable small business size standard including affiliates is no more than $17.0 million average annual revenue for the previous three years.
