Under Statutory Authority 41 U.S.C. 253(c)(1), the Government
anticipates entering into sole source procurement with Seattle Systems,
Oakland, CA, for dedicated medical functioning Cardiovascular
Information System for VAMC, Minneapolis, MN Cardiovascular
Catheterization Lab. The following functional characteristics are
required: - A complete data management system incorporating patient
demographic, medical and surgical history, physical examination,
laboratory, medication, follow-up, and report data. - Integrated
specialty areas including cath, interventions, echo, and
electrophysiology on a local area network of personal computers.
Capable of integrating surgery, stress, holter, nuclear, and ECG. -
Reports to be custom configured for the Minneapolis VA Medical Center.
Reports are generated directly from the data base in a real-time
fashion. Specific reports and forms such as conscious sedation and
medication reports are generated immediately following procedures.
Tools shall be available to enable modifications of all reports and
forms by the user. - Uses a relational database structure. - Database
is ODBC compliant. - Automatic link to Object Linking and Embedding
(OLE) compliant applications including the Microsoft Professional
Office suite. - Capable of SQL-compatible queries. - Uses a graphical
user interface making extensive use of tool bars, pull-down menus,
drag-and-drop and on-line help. - Display graphical depiction of
coronary anatomy including grafts and lesions. - Support a
bidirectional interface to VA DHCP hospital information system. Imports
patient demographic and admissions information. Exports reports into
the DHCP system. - Interface in real-time to Marquette MacLab
monitoring system. - Interface to Prucka Engineering (ART) CardioLab EP
monitoring System. - Interface to Camtronics Archium digital imaging
system. Quantitative information and images are passed in real time. -
System is compatible with and supports Windows NT network operating
system. Workstations may run with Windows 95, NT, Windows for
Workgroups, and Windows 3.1. The above authority is cited and
justification made based on the determination that the Government's
minimum needs can best be satisfied by services available from one
source. This contract action is for supplies and services for which the
Government intends to solicit and negotiate with only one source under
FAR 6.302. Interested persons may identify their interest and
capability to respond to this requirement or to submit proposals by May
24, 1996. This notice of intent is not a request for competitive
proposals. However, all proposals received on or before May 24, 1996
will be considered by the Government. A determination by the Government
not to open the requirement to competition based upon responses to this
notice is solely within the discretion of the Government. Information
received as a result of the notice of intent will normally be
considered soley for the purpose of determining whether to conduct a
