Program Manager (215) 737-2623. The Defense Logistics Agency (DLA) and
the Defense Personnel Support Center (DPSC) are interested in
receiving concept proposals for the Demonstration Audit & Accounting
Program (DAAP). Proposed projects should investigate innovative and
creative business solutions that lead to or enable advances in auditing
accounting and procurement records for identifying overpayments made to
vendors of the Department of Defense. This demonstration program is
authorized under Section 354 of the Fiscal Year 1996 Defense
Authorization Act. The goals of the demonstration program are to: (1)
develop and apply information technology and processes which will
identify and yield recoupment of government overpayments to vendors,
and (2) provide continuous prevention mechanisms eliminating future
vendor overpayments, duplicate payments, unauthorized charges, and
other discrepancies. The demonstration project will be limited to
contracts of the Defense Personnel Support Center for fiscal years
1993, 1994 and 1995. Concept proposals will be required to examine and
compare government contracts records, payment records including
invoices, and public and proprietary information to identify payments
to contractors not allowable under the terms of the agreement or law or
amounts paid to the contractor that should have been deducted under the
agreement. The overpayments will be identified by category describing
the reason the overpayment occurred. Demonstration project applications
should include the ability to provide: (1) narrative descriptions of
overpayments identified; (2) accounts receivable transaction input for
amounts overpaid; (3) generation of demand letters to payees for each
identified overpayment; (4) summary reports of actions reviewed and
overpayments found by category; (5) analysis of overpayments to
identify systematic or patterns of errors; (6) notice of trends in
vendor submission which indicates manipulation of Department of Defense
billings; and (7) notice and narrative of apparent fraudulent payments.
Availability of funds for efforts under this BAA will be made and
include provisions for bonus or incentive payments. Such payments will
not exceed 25 percent of the NET recovered amount not to exceed a
total of $5 million. Calibration of incentive payments or bonuses will
be based on payments ACTUALLY RECOVERED rather than on payments
identified for recovery. GENERAL INFORMATION: The government
anticipates award of multiple contracts, however, the number of awards
will be dependent upon technical excellence and availability of funds.
This BAA will remain open for a period of 12 months. The initial round
of concepts papers are encouraged to be submitted 30 days after a BAA
WORK SHOPS SCHEDULED ON MAY 22, 1996 at DPSC. PARTIES INTERESTED IN

within this initial timeframe will be considered for submission of
formal proposal and initial contract awards. Concept paper received
subsequent to that date will be considered for funding at later dates,
contingent on funding availability. In order to minimize unnecessary
efforts in proposal preparation and review, proposers are strongly
encouraged to submit brief proposal abstracts in accordance with BAA
96-354, Proposer Information, which provides further information
regarding the scope of the demonstration project, submission of
proposals, the evaluation and award process, proposal format, and other

Proposers already having formally requested 354 DAAP information from
DLA/DPSC will automatically receive the BAA pamphlet. Proposers are
required to submit an original and four (4) copies of their
demonstration concept proposal to: Defense Personnel Support Center,

street, Philadelphia, PA 19145-5099. This notice, in conjunction with
the pamphlet BAA 96-354, Proposer Information, constitutes the total
BAA. No other information is available, nor will a formal RFP or other
solicitation be issued regarding this announcement. The government
reserves the right to select for award all, some or none of the
proposals received. All responsible sources capable of satisfying the
government's needs may submit a concept paper which shall be considered
by DLA/DPSC. Historical Black Colleges and Universities (HBCU) and
Minority Institutions (MI) are encouraged to submit proposals and join
others in submitting proposals; however, no portion of this BAA will
be set-aside for HBCU and MI participation due to the impracticability
of reserving discrete or severable areas of research and development
