C -- LATIN AMERICA AVIATION INFRASTRUCTURE PROJECTS IDENTIFICATION MISSION AND BRIEFING BOOK DUE 052896 POC POC Della Glenn, USTDA, Room 309, SA-16, Washington, DC 20523-602, Tel: (703) 875-4357, Fax: (703) 875-4009 The U.S. Trade and Development Agency (TDA) wishes to announce a Competitive Total Set-Aside for a Small Business to provide up to two phases of consulting services for project identification, analysis, and preparation of a briefing book. Consulting services will consist of two phases. Work on elements of the second phase of services must first be authorized by TDA after a review of the results of the first phase of services. The two phases will consist of the following steps: Phase I: Review of the Latin American aviation sector in order to identify at least 10 airport or aviation infrastructure projects and submission to TDA of an initial draft report of the findings of the Phase I sectoral review. Phase II: upon TDA authorization after review of the Phase I findings, conduct detailed review as authorized by TDA (including travel to project sites) of 3 to 5 of the identified projects in order to prepare scopes of work for potential TDA funding, production of final project profiles for all of the identified projects, and coordination of presentation at the planned TDA-FAA sponsored conference on Aviation in the Americas of the 10 or more projects by the individual Latin American project sponsors. Phase I: TDA has estimated costs of services for Phase I as not to exceed $10,000. The Phase I project identification process will target projects which are expected to offer significant business opportunities for U.S. exporters and investors and which are expected to be implemented over the next 1-3 years. The selected consultant will be asked to conduct an overview assessment of potential airport or aviation infrastructure projects in TDA priority countries (Argentina, Bolivia, Brazil, Chile, Ecuador, Mexico, Peru, Uruguay and Venezuela) in order to develop a final list of not less than ten projects that could be presented at joint TDA/FAA conference in September 1996. The selected projects developed in the Phase I analysis will be reviewed by TDA so that possible additional analysis might be conducted on the best 3 to 5 projects for future TDA funding activities. The deliverable for these consulting services will be a briefing book containing project profiles for each of the 10 or more projects identified; a brief description (2-3 pages) of the opportunities in Chile, Bolivia, Peru, Costa Rica, and Venezuela arising from previous and ongoing TDA-funded feasibility studies; a business and economic overview of each of the countries in which projects are identified; and sectoral analyses of the aviation/airport infrastructure markets in Latin America. In order to produce this document, the consultant would be required to perform the following tasks: (1) Contact relevant FAA and Latin American government officials, private sector leaders, chambers of commerce/industrial associations, banks and other sources of project information to assist with identifying and ranking aviation infrastructure projects that may be implemented within the next 1-3 years and that offer significant potential for U.S. exporters and investors; (2) Contact relevant international financial institutions in Latin America and the U.S. to help identify and rank the major aviation infrastructure projects in Latin America; (3) Prepare a list of proposed projects for TDA's review and approval and agree on target projects to be fully evaluated and profiled in briefing book. After developing a TDA approved list of not less than 10 projects, the consultant will prepare the briefing book which will consist of an economic and business overview of each country in which projects are identified; sectoral analyses of the aviation or airport infrastructure markets in each such identified country; and detailed project profiles organized by country. As a minimum, project profiles will consist of a technical description of each project and information on timing, site, U.S. export potential, financing, specific needs or requirements to enable project to move forward to implementation, and the identification of key decision makers for each project. The consulting team will provide 500 copies of the briefing book and deliver them to the site of the TDA business conference in the United States. Phase II: Consultant will provide Phase II services, valued up to $30,000, only after receiving TDA authorization to proceed. After the selected consultant completes the initial review of the sector and identifies the 10 or more projects to be included in the briefing book, TDA will review the projects to determine if it is warranted to proceed to Phase II of this consultancy. If TDA determines that completion of Phase II of the consultancy is not warranted, the balance of the contract will be canceled. TDA will review the approved list of projects to determine whether they will be presented at the TDA-FAA Americas Aviation conference and if any of the 10 or more selected projects meet TDA's funding criteria for feasibility study or other technical assistance. TDA may request that the consultant conduct additional analysis of approximately 3 of the projects. If the decision is made to proceed to Phase II, additional services may include (1) Travel to appropriate countries in Latin America to meet with prospective project officials and further review and analyze approximately 3 of the list of approved projects in order to identify activities (feasibility studies, other relevant technical assistance) which TDA might fund; (2) Developing scopes of work for the activities to be funded by TDA; (3) Inclusion of the results of the additional analysis in a final version of the project briefing book to be prepared for the conference. In conjunction with the final project identification and analysis, consultant will also be expected to confirm, both verbally and in writing, participation of sponsors or representatives of the 10 or more identified projects at the TDA-FAA business conference. Consultant will also be expected to coordinate with FAA conference representatives in order to ensure that project sponsors are prepared to make presentations on their projects. Contractor selection will be based on: (1) Presentation of work plan that clearly and concisely demonstrates an understanding of TDA's requirements and that presents a methodology and schedule for project identification and preparation of the briefing book. (2) Competence and Availability of Proposed Personnel--proposed personnel will be evaluated on the breadth and depth of their experience in performing work similar or relevant to the scope of work and ability to complete the assignment in a timely manner. (3) Demonstration of entrepreneurial achievements in project identification, development, financing, and closing; (4) Demonstration of experience in Latin America, including contacts and direct or correspondent offices in Latin America; (5) Demonstration of written and oral command of Spanish sufficient to correspond and conduct technical/business meetings with potential project sponsors and other Latin American officials. Contractor will submit one proposal which will clearly define costs associated with completion of Phase I and Phase II of the consultancy. TDA, located in the Washington, D.C. area, is a commercially-oriented U.S. Government export promotion agency that helps U.S. companies pursue overseas business opportunities. Through the funding of feasibility studies, orientation visits, training grants, and various forms of technical assistance, TDA enables American businesses to become involved in the planning stage of infrastructure and industrial projects in middle-income and developing countries. The Small Business Act, at 15 U.S.C. 644, authorizes procuring agencies to set aside procurements or portions of procurements for the exclusive participation of Small Business Concerns. The Sic Code for this procurement is 8999 - Services, N.E.C. Definition: ''Small business concerns'' for purposes of TDA award of this total set aside contract means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation for which it is bidding. In determining whether dominance exists for TDA's purpose for this contract, consideration is given to annual gross receipts. Any concern that has annual gross receipts above $5 million dollars, averaged over a three year period, is not considered small and is therefore, NOT eligible for award under this contract. All participating organizations involved with supplying professional services must be incorporated or chartered in the United States. Consultants planning teaming arrangements must be U.S. citizens or resident aliens. In accordance with FAR 19.301, offerors will be required to submit self certification relating to business size. The competitive proposals method of solicitation as set forth in Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1) shall be utilized for this procurement. This solicitation in no way obligates TDA to award a contract, nor does it commit TDA to pay any cost incurred in the preparation and submission of the proposal. Any explanation desired by an offeror regarding the meaning or interpretation of this solicitation must be requested in writing and with sufficient time allowed for reply to reach the offerors before submission of their offers. All oral explanations or instruction, given before award of this contract will not be binding. Any information given to a prospective offeror concerning the solicitation will be furnished promptly to all prospective offerors as an amendment of the solicitation, if such information is necessary to offerors submitting proposals or if lack of such information would be prejudicial to uninformed offerors. The Request for Proposal (RFP) will be issued on/about (15) fifteen days after the publication date of this synopsis. Closing date will be fifteen (15) days thereafter.
