OMNIBUS CONTRACT - MISSION PLANNING SYSTEMS PROGRAM GOAL: Provide on
site engineering services and logistics support for the maintenance and
test of software and associated hardware for Air Force and Foreign
Military Sales automated Mission Planning Systems. Continuing support
at the current level of expertise is imperative to maintain existing
service to Air Force and DOD operational users worldwide. Statement of
Objectives: 1)Acquire needed Mission Planning Systems software and
hardware expertise to assist Ogden Air Logistics Center Mission
Planning Systems Sustainment Manager in performance of the program goal
above. Support will consist of the following areas: software and
hardware maintenance on mainframe UNIX and DOS based systems; software
and system integration testing; independent verification and
validation of software; provide subject matter expertise for real-time
user telephone and field support; duplication and distribution of
software and documentation; acquisition Logistical support; development
of systems users manuals, system administrators manuals, and
maintenance manuals; development and installation of systems hardware
& software modifications; configuration tracking and data
library/repository maintenance; develop and conduct systems
administrator and operational training; and system administrator
support for organization support equipment. Current systems to be
supported are: Air Force Mission Support System (AFMSS); Mission
Support System IIA (MSS IIA); Ogden Data Device (ODD), I, II, and III;
Portable Flight Planning Systems (PFPS); Mission Data Preparation
System (MDPS); Special Operations Forces Planning and Rehearsal System
(SOFPARS). 2)Provide a support contract for a five year ordering
period using one or more contractors for an estimated potential of $7
million per year for the total effort. 3)Award to contractor(s) who
have demonstrated proven capability in similar support efforts.
4)Provide seamless transition from current support contract. 5)Provide
best value at reasonable cost. Requirements: 1)On-call support for
critical support requirements (hardware, software, subject matter
expertise user support). Support is required for 12 hours, 6:00am to
6:00pm (flexible), and for 24 hours during 2 week surge periods.
2)Subject Matter Expertise in bombers, fighters, heavylift/refueling
aircraft, and rotary wing aircraft. 3)Materials - equipment or
materials required to support the tasking. 4)Travel - to include
overseas support. 5)Data - to include cost accounting reports, status
reports, trip reports, and training plan. 6)Security - Ability to hold
a Top Secret security clearance. This requirement is full and open
competition. Solicitation Intent: 1)To process information via the

speed up to 28.8 baud. 2)To distribute and receive information in
electronic format using WordPerfect 6.1 or Word 6.0 on the electronic

issue/response date will be 29 May 96. No telephone requests. Only
written or faxed requests received directly from the requestor are
acceptable. All responsible sources solicited may submit a bid,
proposal, or quotation which shall be considered. Requests for copies
of solicitations must reference the entire solicitation number,
including purchasing office identification number. To expedite your
request, limit the number of individual solicitation numbers requested
per letter to not more than 10. Don't request information on this
requirement until after the issue date. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
