R -- VEHICLE REGISTRATIONS SOL RFI-Registrations-96 POC Polly Beeler, 301/457-4420 Request for Information - The Bureau of the Census ( BOC ) is seeking information from contractors that provide a sample file of automobile, bus, and truck registrations for each of the 50 states and the District of Columbia for the 1997 tag year. Interested contractors must be able to provide the data listed for at least 46 of the 51 jurisdictions. The contractor must be able to provide the following: 1. Universe counts on total automobiles registered for the 1997 tag year in each state basis sequenced by body type by Gross Vehicle Weight (GVW) or body type by state registered weight. 2. Universe counts on total buses registered for the 1997 tag year in each state basis sequenced by body type by Gross Vehicle Weight (GVW) or by body type by state registered weight. 3. Universe counts on total trucks registered for the 1997 tag year in each state basis sequenced by body type by Gross Vehicle Weight (GVW) or by body type by state registered weight. 4. Provide verification of universe counts from a separate proven source. 5. Select a sample of automobiles registered for the 1997 tag year from files supplied by State Motor Vehicle Administrations (MVAs). The contractor must use the sample selection procedure supplied by the BOC. 6. Select a sample of buses registered for the 1997 tag year from files supplied by State Motor Vehicle Administrations (MVAs). The contractor must use the sample selection procedure supplied by the BOC. 7. Select a sample of trucks registered for the 1997 tag year from files supplied by State Motor Vehicle Administrations (MVAs). The contractor must use the sample selection procedure supplied by the BOC. 8. Transmit virus-free files on CD-ROM. 9. Remove the following types of vehicles from the automobile, bus, and truck files before sampling: ambulances, fire-apparatus vehicles, motor homes and mobile homes, trailers, and government-owned vehicles. g 10. Edited MVA files meet the following conditions: a) Duplicate names and addresses removed b) All registrations must have mailable names and addresses c) Registrations must be VIN coded d) All trucks must be coded and assigned to one of the following 5 vehicle types (as defined by the BOC) for sampling purposes: Pickups, Vans, All other straight trucks with GVW less than or equal to 26,000 pounds, Truck-tractors, All other straight trucks with GVW greater than 26,000 pounds. d) Trucks files must be randomly sequenced within vehicle types. Trucks registered as passenger vehicles must be identifiable and included in the truck universe. e) All buses must be coded and assigned to one of the following 4 vehicle types (as defined by the BOC) for sampling purposes: Intercity Buses, Transit Buses, School Buses, and Large Van-Type Buses. f) Bus files must be randomly sequenced within vehicle types. g) All automobiles must be coded and assigned to one of the following 2 vehicle types (as defined by the BOC) for sampling purposes: Station Wagons and Other Automobiles. Automobile files must be randomly sequenced within vehicle types. 11. Provide the following information for each vehicle in the selected sample: a) State of registration code b) License number (state license number only) c) Standardized make abbreviations of the vehicle d) Vehicle model e) Model year f) State registered weight g) GVW code for trucks and buses h) Owner or Lessee name and address i) Body type code j) Cab type code for trucks k) Vehicle type l) Vehicle Identification number (VIN) m) Fuel type n) Number of wheels/wheels driving code for buses and trucks o) Series p) Cylinders q) Cubic inch displacement (CID) r) Expiration date of MVA registration s) Transaction date of MVA registration 12. Provide the information in a timely manner: a) The universe counts by state must begin by August 15, 1997 and completed by October 27, 1997. b) Fifteen state sample files must be delivered by October 31, 1997 and the balance of must be delivered on or before March 26, 1998. c) The BOC shall be given the opportunity to review preliminary files before the specified dates. Interested contractors shall submit their capability statements within 15 days from the issuance of this notice to the above address and reference RFI-REGISTRATION-96. (0130)
