R -- R--CONSTRUCTION MANAGEMENT SUPPORT SERVICES FOR A FEDERAL CORRECTIONAL COMPLEX TO BE LOCATED AT VICTORVILLE, CALIFORNIA SOL RFP DUE 070596 POC Eleanor LaTottaca, Contracting Officer, 202-307-0954. The Federal Bureau of Prisons (FBOP) seeks proposals for Construction Management Support Services for the construction of a Federal Correctional Complex at Victorville, California. The facility (approximately 40,000 to 45,000 square meters) will include a group of one, two and three story buildings in a ''campus plan'' arrangement. The magnitude of this management contract is estimated to be between $1,000,000 and $5,000,000. Contract performance will be 2 to 4 years. The proposed Construction Management Support Services include but are not limited to periodic update of the Critical Path Method schedule of the entire project, review of construction documents (designed in modern metric units of measure) and cost estimates, inspections for comformance with contract requirements and quality control, review of contractors schedules and progress, maintenance of project files, inspection records, testing records, job diaries, recommending, estimating and evaluating contract modifications, monitoring submittals and costs, review of contractor's request for payment, analysis and recommendations related to these services, and other services required for the successful administration of the project. The selected firm will provide these services with on-site personnel and from their own offices and/or resources. To be considered, firms must have at least five (5) years of experience in management of construction projects of similar scope and complexity and the analysis of claims and disputes. Evaluation factors for the selection will be provided by the FBOP in detail in the Request for Proposal (RFP). This agency will consider all proposals submitted by a responsive, responsible source. The proposal shall be limited to 50 double sided pages, including SF254 and SF255 forms. RFP will be available on or about May 29, 1996. This procurement has not been set-aside for a small business. A Subcontracting Plan for small business, small disadvantaged business, and small woman-owned business concerns will be required. The FBOP will consider only written requests for the RFP.
