Parish/Pkwtp/513-257-4606 Solicitation for an Indefinite
Delivery/Indefinite Quantity (ID/IQ) contract to provide Simplified
Acquisition of Base Engineering Requirements (SABER) for the King Abdul
Aziz Air Base in Dhahran, Saudi Arabia. The period of performance on
the resulting ID/IQ contract will be for a one- year base period and
four one-year option periods. The magnitude of the SABER requirement is
more than $10,000,000. The contractor shall provide all labor,
materials, equipment, transportation, supervision, and minimal designs
to accomplish a broad range of minor construction projects, and repair
at King Abdul Aziz Air Base. Facilities include but are not limited to
hangers, back shops, office buildings, storage areas, warehouses,
aircraft shelters, sun shelters, airfields, infrastructure, pavements,
and industrial buildings located both on and off the flightline.
Multiple awards are not being considered. The Government reserves the
right to award, to other than the lowest offeror. Evaluation of offers
will be conducted in accordance with Air Force Supplement to the
Federal Acquisition Regulation (AFFARS) 70-30, Appendix BB. The
contractor receiving this award must possess a current Saudi Arabian
Ministry of Public Works Commercial Registration. Therefore, only those
offerors registered to do business in Saudi Arabia will be considered
for award. The solicitation will be issued approximately 02 July 1996.
a pre-proposal conference will be conducted at the King Abdul Aziz Air
Base Dhahran, Saudi Arabia in July 1996. All offerors are responsible
for providing their own transportation and lodging as well as obtaining
the requisite VISA and country clearances. No more than two individuals
from each company may participate in the pre-proposal conference.
Specific information regarding the pre-proposal conference will be
contained in solicitation provision L- 555. Offerors are asked to
provide their overnight delivery account numbers with their faxed or
written requests. This will assist in expediting delivery of the
solicitation document and any future changes to that document that may
occur. Direct all requests for solicitations and routine communication
concerning this acquisition to Mr. Dan Parish, Contract Specialist,

phone (513) 257-4606. If your concerns are not satisfied by the
Contracting Officer, an Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the Contracting Officer, but to communicate
contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
source selection process. Interested parties are invited to call Col.
Michael J. Corcoran at (513) 255-0600. The Ombudsman should only be
contacted with issues or problems that have been previously brought to
the attention of the Contracting Officer and could not be
satisfactorily resolved at that level. The approximate issue/response
date will be 02 Jul 96. No telephone requests. Only written or faxed
requests received directly from the requestor are acceptable. All
responsible sources solicited may submit a bid, proposal, or quotation
