This is a Notice of Intent for the Windsor Facilities Service Office to prequalify general contractors for the following facilities (square footages are approximate): Providence, RI, Johnston Branch (30,000 sq. ft.), Wakefield, RI (29,000 sq. ft.), Foxboro, MA (22,000 sq. ft.), Walpole, MA (25,000 sq. ft.), North Attleboro, MA (22,000 sq. ft.), Providence, RI Annex (13,700 sq. ft.), Harrisville, RI Expansion (3,000 sq. ft.), and North Kingston, MA (20,000 sq. ft.). The estimated cost range is between $500,000.00 to $2,500,000.00. The projects are new USPS-owned construction, renovation and expansion of existing facilities including Postal Retail Stores. There is Asbestos Contaminated Material in some of the existing facilities. The general contractor must have a certified and licensed Asbestos Abatement subcontractor as part of their team. Planned construction starting dates are approximately August 1, 1996 and with completions no later than January 30, 1998. Primary factors that are to be considered are: 1. Project Management: quality performance, safety program, project control, quality management/control program and performance, and work completed by the contractor's own forces; 2. a) Construction Experience: ten years experience as a prime contractor having completed three projects of similar size and scope in the past five years; Postal Store experience preferred but not mandatory; b) Subcontractor: certified and licensed Asbestos Abatement subcontractor with five years experience in their field and have completed multiple projects of similar size and scope in that time frame. 3. Financial Stability: Ability to finance multiple projects, be able to secure bonding capacity in the amount required, and to provide financial references. 4. Organization and management: staffing, workload, etc. Other factors to be considered MBE participation and Commitment Applications will be evaluated by a USPS committee and all firms will be advised within 30 days of receipt of their application as to their prequalification status. Firms selected as being most qualified will be placed on the Prequalification list.
