Performance of Non-Recurring Engineering work necessary to design, test, joint certify and deploy in a division slice of the Army's Area Common User switching system a field installable upgrade kit that uses commercial Asynchronous Transfer Mode (ATM) switching to improve the current tactical packet network throughput capability and provide switched tactical video teleconferencing capability. The upgrade kit shall be capable of being applied to the Army's AN/TTC-39D, AN/TTC-47, AN/TTC-48, all of which have been upgraded with the JCS directed and certified Routing Improvement software and hardware, and shall include necessary bandwitdth improvements to the transmission system fielded at Echelon Corp and Below. In addition to providing the aforementioned improvements, the upgrade shall not degrade backward compatibility to any interface currently supported by the aforementioned switches, including fielded transmission systems. As the Government does not own the full technical documentation and data rights to the identified equipments, potential vendors must obtain/possess the required technical information and rights. Potential qualified vendors must also possess and demonstrate an intimate knowledge of both the MSE and AN/TTC-39 family of circuit switches. Approximate dollar value is $29 million dollars. This is a sole source acquisition with GTE Government Systems Corporation, Taunton, MA in accordance with FAR 6.302-1(b)(1). (0131)
