synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
N00164-96-Q-0289 and is issued as a Request for Quotation (RFQ). The
quantity required for each item is two (2) each. Delivery is required
within 14 days after effective date of award. Delivery shall be F.O.B.
Destination to NSWC Crane IN with final inspection and acceptance at
destination. Items are DX rated. The associated Standard Industrial
Classification (SIC) code is 3826 and the small business size standard
is 500 employees. This requirement is not reserved for small business.
Other than Full and Open Competition will be used in accordance with
FAR 6.302-1(a)(2), see Numbered Note 22. Discussions shall be conducted
with Tucker Electronics Company, P.O. Box 551419, Dallas, TX
75355-1419. This is a requirement for various instruments which are
listed as follows: (1) Programmable Power Source, Mfg. Fluke Mfg., P/N
4250A:3,6. Power source shall be capable of BCD or binary 2s
complement coding. It shall have isolated control of an AC and DC
external reference. It shall be capable of supplying up to 65V at 1
ampere. It shall have an accuracy of plus/minus 0.01% with resolution
capability of 100 micro volts. It shall have a minimum response time of
30 to 110 micro seconds. It shall have an automatic output current
limiter to a value between 10% and 110% of maximum in 10% steps and 1%
steps to 11% of maximum output current. It shall have IEEE-488
interface capabilities. (2) Programmable Waveform Synthesizer, MFG.
Wavetek Corp., P/N 178. The synthesizer shall have a minimum frequency
bandwidth of 1 micro Hz to 50 MHz. It shall have a minimum frequency
resolution of greater than or equal to 8 digits. It shall have a
maximum error accuracy of plus/minus 1 micro Hz. It shall have a
minimum of two sweep modes to include a continuous sweep and a
triggered sweep. It shall have the capability of two wide sweep bands
to include 1 micro Hz to 500 kHz and 5kHz to 50 MHz. It shall have the
capability of external phase and amplitude modulation. It shall have
the capability of being operated as a function generator. It shall have
the capability of producing sine, square, triangle, ramps, haversine,
havertriangle waveshapes. (3) Digitizer Plug-In, MFG AnalogCorp/Data
Precision Div., P/N D620. The digitizer shall have a sampling rate of
100 MHz with a resolution of 8 bits. It shall have a bandwidth at 3 dB
of 20 MHz. It shall have a sampling period of 10 ns to 300s. It shall
have a minimum of three isolated channels. It shall have an input
range of plus/minus 1 V or 3 V with capability of plus/minus 0.05 V to
plus/minus 20 V when using the compatible Data Precision Model D1000,
Dual Preamplifier. It shall be compatible to the Data Precision Model
D6000 Waveform Analyzer Mainframe. (4) Universal Counter, MFG Hewlett
Packard, P/N 5335A. Minimum frequency range for channel B shall be DC
to 100 MHz for DC coupled, and the upper frequency limit for channel
A shall be 200 MHZ. Input sensitivity for both channels shall be a
minimum of 25 millivolts RMS. Input dynamic range for both channels
shall be a minimum of 75 millivolts to 5 volts peak-to-peak for up to
100 MHz. Signal operating range for both channels shall be a minimum of
plus/minus 5 volts DC. Manual mode triggering range shall be a minimum
of plus/minus 5 V DC. Automatic mode triggering shall be adjustable
between the high and low peaks of the input signal. The counter shall
be capable of measuring; frequency, period, time interval between
channels A and B, rise and fall times, pulse width, duty cycle, ratio
of channel A and B, totalize and phase of channel A relative to channel
B. Frequency measurement range for channel A shall be a minimum of DC
to 200 MHz and channel B, DC to 100 MHz. (5) Selective Level Meter, MFG
Hewlett Packard, P/N 3586C. The selective level meter shall be fully
HP-IB programmable. It shall have a minimum frequency range of 50 Hz to
32.5MHz. It shall have capability of three input impedences to include
50, 75, and 600 ohms with 10 K ohm bridging. It shall have a minimum
signal level accuracy of 0.02 dB with resolution of 0.01 dB. (6)
Digital Multimeter, MFG Hewlett Packard, P/N 3456A. The multimeter
shall be fully HP-IB programmable and have a program memory which can
execute an internal program to control instrument configuration and
measurement sequence. It shall be capable of storing up to 350 readings
and of reading DC, true RMS AC, and resistance. It shall have a minimum
of five DC voltage ranges to include 0.1V, 1.0V, 10.V, 100.0V, and
1000.0V with a 6- 1/2 digit resolution of 100nV on the 0.1V scale. It
shall have a minimum of four AC RMS voltage ranges to include 1.0V,
10.0V, 100.0V, and 1000.0V with a 6-1/2 digit resolution of 1 micro V
on the 1.0V scale. It shall have a minimum of eight resistance
measurement ranges to include 100 ohm, 1 k ohm, 10 k ohm, 100 k ohm, 1
M ohm, 10 M ohm, 100 M ohm, and 1 G ohm with a 6-1/2 digit resolution
of 100 micro ohm. (7) Synthesizer/Level Generator, MFG Hewlett
Packard, P/N 3336B. The synthesizer/level generator shall be fully
HP-IB programmable and have a minimum frequency range of signal outputs
of 10 Hz to 20.999,999,999 MHz. It shall have a frequency resolution of
1 micro Hz for frequencies less than 100 kHz. It shall be capable of
amplitude and phase modulation. It shall have a wide band sweep
capability that is phase continuous over the full frequency range. (8)
Waveform Analyzer Mainframe, MFG. Analogic Corp/Data Precision Div.,
P/N D6000. The analyzer functions shall be fully readable and
programmable from RS-232 or IEEE-488 remote bus control. It shall have
a 16-bit, 8 MHz internal clock speed. It shall have a real-time clock
which logs time to 0.01s and date with a battery backup. It shall have
a 9-inch CRT display with screen resolutions of 512 lines horizontal by
1024 lines vertical. It shall have five user selectable display modes
to include single-trace full-screen, two-trace half-screen each,
four-trace quarter-screen each, two-trace overlaid full-screen and
four-trace overlaid full-screen. It shall have capability of two-axis
trace expansion and contraction. It shall have compatibility with Data
Precision Model D620, Plug-in Digitizer and Model D1000, Dual
Preamplifier. The provisions at FAR 52.212-1, Instructions to
Offerors-Commercial, and FAR clause 52.212-4, Contract Terms and
Conditions-Commercial Items apply to this acquisition. Include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications - Commercial Items, with any quotes
submitted in response to this notice. The clause at FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-- Commercial Items applies to this acquisition. As
this procurement is being initiated under Other Than Full and Open
Competition, contract award will be made to Tucker Electronics Company
if they and the Government come to an agreement on all applicable
terms and conditions. This includes, but is not limited to, the
Government determining the price proposed to be fair and reasonable.
