for Quotation (RFQ) for a GPS-Aided Inertial Navigation Unit --
NASA/MSFC intends to purchase from Rockwell International Corporation
the following items: Item 1: Rockwell International C-MIGITS-II
Integrated GPS/INS Receiver consisting of a quartz IMU, 5 channel C/A
Code GPS Receiver, RS232 Interface, and associated electronics (see
specifications listed below), Test software source code shall be
included, quantity 1 EA; Item 2: Rockwell International C-MIGITS-II EMI
Filter, quantity 1 EA; and Item 3: Rockwell International C-MIGITS-II
Mating Connector, Quantity 1 EA -- The GPS-Aided Inertial Navigation
Unit shall meet the following specifications: 1. Accuracies (Standard
Positioning Services): * based on: (a) Horizontal Position Dilution of
Precision (HDOP) (= 1.45, (b) Three-Dimensional Position Dilution of
Precision (PDOP) (= 2.6, (c) Time Dilution of Precision (TDOP) (= 1.21,
(d) Vertical Position Dilution of Precision (VDOP) (= 2.21, and (e)
HDOP, PDOP, TDOP, and VDOP are root-mean square values; Position: 76
meter (spherical error probability); Velocity: 0.5 meter/sec (1-sigma);
Heading: 3.0 mrad (1-sigma); Roll/Pitch: 2.5 mrad (1- sigma); 2. Power:
( 25 W steady-state; 3. Weight: ( 3 lbs.; 4. Size: Fit within a 5'' X
5'' X 5'' envelope; 5. Global Positioning System (GPS) Code: c/a; 6.
Global Positioning System (GPS) Channels: minimum of 5; 7. System Data
Output: 1 or 10 Hz, selectable by user; 8. Input Voltage: +20 to +35
Vdc; 9. Interface to host vehicle: RS232; 10. Capable of performing
stationary and dynamic alignment; 11. Gyro Rate Bias: 1deg/hr
(1-sigma); 12. Accelerometer Bias: 0.12 milli-g (1-sigma); 13.
Tightly-coupled Global Positioning System/Inertial Navigation Unit
(GPS/INU) System (single integrated Global Positioning System/Inertial
Navigation System (GPS/INS) Kalman navigation filter); 14. Delivery:
6 months ARO -- This procurement is being conducted under the
Simplified Acquisition Threshold (SAT) portion of the Federal
Acquisition Streamlining Act (FASA) -- Note: This procurement is
sole-source based on proprietary specifications and predominant
experience -- Interested firms have until May 28, 1996 to submit in
writing their qualifications/capabilities in the critical areas
mentioned above -- Such qualifications/capabilities will be used solely
for the purpose of determining whether or not to conduct this
procurement on a competitive basis -- Responses received after May 28,
1996 or without the required information will be considered
nonresponsive to the synopsis and will not be considered -- A
determination by the Government not to compete this proposed contract,
on a full and open competitive basis, based upon responses to this
notice, is solely within the discretion of the Government -- See
Numbered Note 22 -- Oral communications are not acceptable in response
to this notice -- Responses must be submitted in writing --
