Carrington, (202) 767-2550. The Naval Research Laboratory has a
requirement for the acquisition of two High-Velocity-Oxygen-Fuel (HVOF)
Thermal Spray Coating Systems. These systems are being acquired as part
of a project to demonstrate and validate HVOF thermal-spray coatings as
cost-effective, non-polluting replacements for electrolytic hard chrome
coatings in maintenance operations at Defense Department depots, with
the expectation that overall performance of the demonstrated coatings
will exceed that of the hard chrome. One of the HVOF systems will be
delivered and installed at the Cherry Point, North Carolina, Naval
Aviation Depot and the second system will be delivered and installed at
the Corpus Christi, Texas, Army Depot. The contractor will be required
to provide training to Government personnel, including hands-on
operation of the systems, at the installation sites. The HVOF systems
must be capable of operating using any of the following fuels:
propylene, propane, or hydrogen. The systems shall be capable of
depositing the following coatings: (1) Tungsten Carbide/Cobalt, with
Cobalt concentrations ranging from 12 to 20%, (2) Triballoy-800, (3)
Inconel 718, (4) 316 stainless steel, and (5) Chromium Carbide/Nickel,
with Nickel concentrations ranging from 7 to 25%). The porosity for
the above coatings shall be less than 1%. The spray gun must be capable
of operating with a gas exhaust velocity in excess of 6500 feet per
second. The entire HVOF system must be operated under closed-loop
computer control, that will monitor and control all relevant operating
