Defense Information Systems Agency (DISA) intends to acquire lease/buy Automated Tape Library/Robotics Tape Library (ATL/RTL) technology. Currently the 16 DISA Defense Megacenters (DMCs) have dozens of ATL/RTLs. There is a mix of 18 Track and 36 Track technology within the megacenters. DISA is aware that there are several manufacturers of ATL/RTL technology (IBM, Hitachi, EMASS, STK, Memorex, etc.) DISAs magnetic tape storage processing requirements have grown as a result of the consolidation of numerous Information Processing Centers (IPCs). The government would like to procure stated-of-the- art ATL/RTL technology that would support DISAs magnetic tape requirements. The escalating costs of maintenance, environmentals, and floor space continue to affect technological costs. DISAs tape procurements must be able to support the current operating systems executing on the existing IBM 370/390 platforms currently supporting the DMCs. Vendors should also address the software that would be proposed to implement a systems managed approach to automating the movement of off-storage data to tape. DISA intends to hold a Pre-proposal Conference as stated below on DISAs ATL/RTL requirements. It is DISAs intent to fully promote full and open competition in acquiring ATL/RTL technology. We would like the prospective vendors to address the various options that may be available to DISA to meet our requirements. This could/should include addressing lease options, purchase options, buy-back options, maintenance, and other unique ways to provide DISA with flexibility. A current inventory of our existing ATL/RTLs and their locations will be provided at the Pre-proposal Conference. The Pre-proposal Conference will be held on June 4, 5, and 6, Scott Air Force Base, Illinois. The government intends to brief their ATL/RTL requirements on the morning of June 4, 1996. The government will entertain questions from vendors upon completion of the governments briefing. Interested vendors will be afforded the opportunity to brief the government on their ATL/RTL solutions following the question and answer period. This will be done in a one-on-one closed environment to protect the vendors disclosures at Scott Air Force Base, Illinois. The amount of time allocated will be dependent upon the number of offerors who express an interest. At the Pre- proposal Conference we encourage open interchange of information between DISA and our industry partners. There is no fee for attending the conference.
