5.0 AUTOMATED SYSTEM DESIGNAND SOFTWARE DEVELOPMENT FY 96 DUE 5/31/96
POC Patricia A. English (202) 646-4257. The Federal Emergency
Management Agency (FEMA) intends to award one contract in FY 96 for the
above project. The start date for this project is scheduled for the
fourth quarter of FY 96 and is estimated to last 360 days fromthe date
of award. This is not an RFP, but a survey to locate potential sources
familiar with the NFIRS system codes, elements and forms, system
design,software design and are capable of performing the following
services: 1) completion of the design, development, testing, and
maintenance of a PC based national fire incident reporting software
system (NFIRS 5) begun under a separate USFA contract in 1993 2)
evaluation and salvage of work from the previous NFIRS 5.0 development
contract 3) installation of software and training of users at USFA 4)
review and finalize prior screen designs, databasefile, and record
layouts 5) develop various modules, help screens, and installation
procedure 6) write software user guide 7) complete test of systemflow,
structure, software, and documentation using pilot participants 8)
develop a screen demonstration 9) develop a test kit 10) provide
maintenance support after implementation of the software. Firms with
these capabilities areinvited to submit complete information to the
procuring office identified in this notice in three (3) copies within
thirty (30) calendar days from the date of this notice. Information
furnished should include: (1) the number and professional
qualifications of the technical and other appropriate personnel; (2)
company experiences related to the proposed project; (3) a description
of general and special facilities; (4) a current financial statement,
and (5) otherliterature which demonstrates the minimum capabilities
listed above. This synopsis is for information and planning purposes
and the Government will not pay or otherwise reimburse respondents for
information submitted. Based upon responses received, the Government
reserves the right to set aside any and all procurements that may
result hereunder for small or minority owned businesses. If the
evaluation of responses received concludes that none of the responding
firms have the necessary capabilities, negotiations may be conducted
with PublicService Computer Software, Inc. in accordance with FAR
6.302-1 on a noncompetitive basis. See Note 22. Responses shall

Software Development for FY 96.'' FEMA encourages, to the maximum
practicable extent, the subcontracting to small concerns and
disadvantaged business concerns. All information requested by
thisannouncement must be reviewed by the Contracting Officer no later
