C -- TO PROVIDE SERVICES FOR VARIOUS ARCHITECTURAL/ENGINEERING INDEFINITE QUANTITY CONTRACT FOR HEALTH CARE RELATED SPACES. SOL 263-96-P(CD)-0220 POC Milton Timmons, Contracting Officer (301) 402-2163. The National Institutes of Health (NIH) seeks an A/E Contractor to provide services for various types of services for hospital and related spaces including animal laboratory, biomedical laboratory, infrastructure and miscellaneous support spaces. The A/E contractor shall be responsible for the professionally quality, technical accuracy and coordination of the project design, including the project drawing and specifications, and other services furnished under A/E contract. The Small Business Size Standard for SIC Code 8712 is 2.5 Million. Independent firms, as well as joint ventures and firm/consultant arrangements, will be considered and evaluated based upon demonstrated ability to provide a quality design effort and capacity to follow through all phases of the project. Only firms able to have a qualified representative of the firms at NIH within four hours of NIH request and firms which are a small business concern will be considered. These requirements shall be addressed in item 10 of the SF 255. Selection criteria shall be in two part format, A) for the SF 254 and 255 evaluation and B) for the presentation by the firms short-list from the 254 and 255 evaluation. The evaluation factors in order of priority are: A) SF 254 and 255 Selection Criteria: 1. Specialized experience and technical competence in hospitals and related spaces including animal laboratory, biomedical laboratory, infrastructure and miscellaneous support spaces. 2. Professional qualification necessary for satisfactory performance of required services in hospitals and related spaces including animal laboratory, biomedical laboratory, infrastructure and miscellaneous support spaces. 3. Capacity to accomplish the work in the required time. 4. Past performance hospital and related spaces including amimal laboratory, biomedical laboratory, infrastructure and miscellaneous support spaces on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5. Location in the general geographical area of the project and knowledge of the locality of the project. B) Presentation Selection Criteria: 1). Evaluation of 3 recently completed projects showing the terms expertise in hospitals and related spaces includig animal laboratory, biomedical laboratory, infrastructure and miscellaneous support space which best illustrates the proposed design team capabilities. One project shall have a construction estimate up to $150,000.00. One project shall have an estimated construction of between $150,000.00 and $300,000.00 and one project shall have an estimated construction between $300,000.00 and $500,000.00. For one of the evaluated projects show all pre-design and design submissions, owner of other reviewer comments, all estimates, bidding documents. 2). Experience of key personnel assigned to our project as related to hospitals and related spaces including animals laboratory, biomedical laboratory, infrastructure and miscellaneous support spaces; and relationship to the 3 evaluated projects. 3). Management plan as related to design and construction of hospitals and related spaces including animal laboratory, biomedical laboratory, infrastructure and miscellaneous support spaces. 4). Contingency plan in the event of a loss of key personnel or appreciable increase in the workload of A/E. Interested firms must submit a complete Standard Form 254 and 255 by the date stated in the CBD announcement. A form 254 and 255 shall be presented for all joint venture members and consultants, and a composite SF 255 for the proposed team. If a Joint Venture, identify the design office that will administered the project and its experience.
