Project: The Architect-Engineer (A-E) shall perform all investigative
and design services, furnish all materials required, and delivery to
the U.S. Air Force complete construction bid documents necessary for
the accomplishment of the project entitled Upgrade Five Missile Alert
Facilities (MAFs). The intent of the work is to upgrade the MAFs to
meet current buildings codes. Major work areas to be upgraded are
electrical service and component replacement; hot water heat supply and
return lines (including asbestos removal); water and sewer lines; fire
alarm system; kitchen cabinets; freight elevator replacement; add
central HVAC; upgrade building insulation; and provide second latrine.
The project will be designed to minimize maintenance and improve
aesthetic appeal. All work will consider cost, performance reliability,
implementation, safety, and effect on public health and the
environment. Estimated construction cost is in the range of $1,000,000
to $5,000,000. This will be a firm-fixed price A-E contract. Design
start and completion dates are scheduled for July 1996 and February
1997, respectively. Significant selection criteria, in relative order
of importance include: (1) Professional qualifications necessary for
satisfactory performance of required services. Firm can demonstrate
recent expertise in the area of design by referencing successful
completion of at least two projects of similar scope and description
within the pasts two years; (2) Specialized experience and technical
competence in the type of work required. Firm can demonstrate, by
letters of reference or awards, recent specific excellent results in
design and construction for similar projects; (3) Capacity to
accomplish the work in the required time. Firm has adequate available
staff with project specific experience to ensure successful design
results within the specified performance period; (4) Past performance
on contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; (5) Location in the general geographical area of the project
and knowledge of the locality of the project. Firm has primary design
staff within eight (8) hours driving time of Malmstrom Air Force Base,
Montana; and (6) Demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design. A-E firms which meet the requirement described in
this announcement are invited to submit a completed Standard Form 254
and Standard Form 255, U.S. Government Architect-Engineer
Qualifications, to 341 CES/CEL, Attn: Mr Don Frieling, 20 Rescue Road,
Malmstrom AFB MT 59402-6838. Provide a list of DoD awards by year, for
the past four years, along with the fee received from each award. Firms
responding by the close of business on 28 may 1996 will be considered.
No other general notification to firms under consideration will be
made and no further action is required. This is not a Request for
Proposal. The proposed acquisition listed herein will be pursuant to
the Small Business Competitiveness Demonstration Program, open to both
