for International Development/Guatemala-Central American Programs
(USAID/G-CAP), under the CENTRAL AMERICAN HIV/AIDS Project, is
interested in providing assistance to an organization, through a
cooperative agreement to establish a Central American HIV/AIDS Condom
Social Marketing Program. This program will continue to maintain high
coverage rates of an affordable quality condom to the target population
after the withdrawal of USAID support. The burden is upon the
prospective recipients of the cooperative agreement to convince
USAID/G-CAP that they are committed to the social marketing concept in
general and to CSM for HIV/AIDS prevention in Central America in
specific. They must convince the Mission that they have a viable plan,
both technically and financially, for developing a regional CSM
program with high coverage of an affordable quality condom to the
target population. Furthermore, before assistance begins, USAID/G-CAP
must be convinced that the recipient (or its proposed Central American
affiliate) will be willing and capable of maintaining the program in
Central America after the withdrawal of all donor assistance.
Therefore, USAID/G-CAP has established the following eligibility
criteria to the award: It will be a prerequisite to the award that the
recipient, or the Central American Organization with which it proposes
to work, demonstrates to the satisfaction of USAID that its charter
documents (or that of the proposed affiliate) are or will be written in
a way such that the organization will be required to operate only for
purposes consistent with the objectives of this component, and will be
prevented from paying dividends to owners or otherwise accessing the
assets of the business for private gain, even following the conclusion
of the cooperative agreement. In the event such charter documents do
not so specify at the time of the award, the recipient (or the proposed
affiliate) must accomplish the requisite amendments within time frame
of the first annual work plan, in form and substance satisfactory to
USAID. Failing that, the recipient will be deemed to have agreed to a
mutual termination of the instrument. No telegraphic or fax proposals
