Quantity Fixed Price Architect-Engineer Services contract primarily for
the State of Oregon. The purpose of this contract is for small scale
projects with rapid delivery of services. AE services under this
contract consist primarily of Architectural, Mechanical, Electrical,
Civil, and Structural Engineering Services for projects including space
renovations, waterproofing, roofing, painting, asbestos abatement,
security, fire protection, safety, health, building equipment/ systems
and other small repair/alteration work to existing Federally-owned or
leased facilities. The scope of A/E services under this requirement
may include, but not limited to, surveys, studies and reports,
planning, programming, design, preparation of working drawings and
specifications, cost estimates, record drawings, shop drawing reviews,
design related post construction services, and construction
observations. Multiple awards (more than one) may result from this
solicitation. The proposed projects for which professional services
will be required under this contract will have an anticipated
construction cost range of $2,000 to $50,000 but not to exceed
$100,000. The contract will be for one year with 3 one-year renewal
options. The resulting contract will include hourly rates for
anticipated disciplines for use in negotiating fixed price work orders.
The Government intends to incorporate the Supplemental A/E contract
''look-up table'' for pricing work orders. This table will be provided
to the A/E during initial contract negotiations. However, the
Government reserves the right to award a contract based on negotiated
hourly rates only. Projects may also be assigned, if required, in other
areas of GSA Region 10, which includes Alaska, Idaho, Oregon, and
Washington. Contractor selection will be based on: (i) PROJECT TEAM
(20%). Key personnel's qualifications and relevant experience as
individuals and as a team, in particular on small remodel type
projects. (ii) DESIGN MANAGEMENT (30%). Project planning, scheduling,
coordination, cost control methods, production facilities,
capabilities, and techniques. (iii) DESIGN ABILITY (20%). Visual and
narrative evidence of team's ability with respect to aesthetic quality
and flexible design solutions, in particular as it applies to small
projects. (iv) EXPERIENCE (25%). Specialized experience concentrated on
the delivery of similar small size projects ($2,000 - $50,000
construction cost range), familiarity with Government regulations and
specifications and ability to expedite Design and Bidding Documents.
(v) SPECIAL (5%). Demonstrated knowledge of remodeling projects
especially in historically sensitive buildings and energy conservation
design. Consideration is limited to A/E firms with demonstrated
capability to perform 80% of all contract services in design production
offices within the Portland, OR geographic area. Joint venture and/or
a firm/consulting arrangement will be considered. Interested firms
having the qualifications to meet these requirements are invited to
submit Standard Forms 254 and 255 along with a letter of interest no
later than close of business 6/17/96. Include the solicitation number
in block 2b of SF255. This is not a request for proposal. This
