(Acquisition Specialist). The 32-month (approximately 159 person
months) technical assistance consists of two major components: 1. DOF
information system: this component seeks to improve the ability of the
Office of the Secretary to monitor fiscal and economic performance by
increasing access to more comprehensive and accurate fiscal data and
improving the office's ability to use the data in decision policy
making. Activities include: assessment of current DOF, its system
ability and needs, then design an improved system, determination of
overall computer requirements and provide sufficient computing capacity
and associated equipment to initiate the new system. 2. Fiscal policy
analysis capability improvement. This component will design and develop
an empirically based analysis approach to support fiscal policy
formulation. Activities include: creation of a revenue data base within
DOF, development of quantitative models including a microsimulation
model for individual income and one for business income tax, training
of technical staff in the DOF to run and maintain the models and
information systems, and select and adapt computer software, and
acquisition of computer and associated equipment. Under this contract,
the consultant will be assisting the NCC to identify and facilitate
the adoption of a set of more rational and effective microfinance
policies. A two-year contract involving approximately 159 person-months
of professional services is anticipated. Detailed information about
