The Administration for Children, Youth and Families (ACYF), a component
of the Administration for Children and Families, requires the services
of a contractor to provide research and logistical support for ACYF's
efforts to examine the quality of the Head Start program practices,
the implementation of Head Start program Performance Measures, and the
outcomes/results of the Head Start program for children and families.
The contractor will be required to provide coordination of the Head
Start Quality Research Center (QRC) Consortium and the Child Care
Research Partnerships (CCRP) Consortium activites with Head Start and
Child Care Bureau's monitoring, training and technical assistance,
research and evaluation, and program information collection and
reporting activities. The contractor will provide logistical and
literature review support functions for the QRC and CCRP Consortiums.
Based on pilot work by the QRCs, the contractor shall prepare OMB
clearance packages for collecting data on Head Start Performance
Measures. The contractor shall collect, analyze, and report data
regarding Head Start Performance Measures for nationally representative
samples of children, parents and Head Start staff. The contractor shall
conduct analyses of extant data and provide limited data archive and
clearinghouse functions for existing and newly created datasets and
reports relevant to Head Start Quality and Performance Measures,
including those generated by the QRC Consortium and other research and
evaluation efforts. The period of performance is five (5) years,
incrementally funded in five (5) phases of 12-months each. The contract
will have two (2) optional data collection tasks. Each optional task
will be exercised separately in each phase. Option A is for the conduct
of Fall/Spring data collection activites in Phases 2 through 5. Option
B is for the conduct of Kindergarten follow-up data collection
activities in Phases 2 through 5. The solicitation will be issued on or
about May 31, 1996. All requests for the RFP must be in writing.
