aside for small business concerns. The US Coast Guard has a requirement
for Radio Frequency Spectrum Management Services. The contractor will
process frequency assignment actions of, and review frequency proposals
for, the Interdepartmental Radio Advisory Committee, Frequency
Assignment Subcommittee for US Coast Guard and Department of
Transportation (DOT) (surface mode agencies). The contractor shall
additionally provide international coordination, registration and
protection of Coast Guard and DOT (Surface mode agencies) radio
frequency assignments. The standard industrial classification code is
8742. A labor hour contract is anticipated with a one year base and
four option years. The contractor will be required to hold a SECRET
national security clearance. The unclassified RFP will be available on
or about June 7, 1996 with proposals due 30 days thereafter. Direct

Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU)
has a program to assist minority, women-owned and disadvantaged
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000
per contract. DOT provides an 80 percent guaranty on the bond amount to
