SYSTEMS (FEDERAL CONTRACTOR PROGRAM) POC Lisa Harvey, Grant Specialist,
(202) 219-6445. The Veterans' Employment and Training Service (VETS) of
the Department of Labor (USDOL) is seeking to identify qualified
sources capable of operating and maintaining the Federal Contractor
Awards Information System and the VETS-100 Reporting System for Federal
fiscal year 1997 (October 1, 1996 - September 30, 1997). Respondents to
this notice may include any state or local government and any
commercial entity capable of interfacing with USDOL and all State
Employment Security Agencies (SESAs). This ''Federal Contractor
Program'' involves collecting and maintaining database of VETS-100
reports (OMB. No. 1293-0005) from Federal contractors and providing an
annual report to USDOL. Also, the database of Federal contractors must
be maintained and updated as new contacts are awarded. This information
is distributed to SESAs in the format requested (PC or mainframe).
These activities are based on requirements in 38 U.S.C. 4212 and to
enhance job development and hiring of special disabled and Vietnam era
veterans. Grant or contract to be awarded based on formal solicitation
to be issued subsequent to this notice. THIS IS NOT A SOLICITATION. The
operation of the FCP involves the following major tasks: 1. The
contractor/grantee will execute complete operational responsibility for
the VETS-100 reports process by annual mailing of report forms and
instructions to identified federal contractors (approximately 30,000);
maintain and update contractor data base (approximately 20,000 new
contractors yearly); edit reports and enter into system through a LAN.
Notify delinquents and produce final report on format specified by DOL
(usually on diskette). Maintain data base backup system and offsite
storage. Procure supplies necessary for this effort. 2. Operate Federal
Contractor Awards Information System. This entails compiling Federal
contractor information from the Commerce Business Daily (CBD),
cross-referenced with other sources commercially available, and
providing weekly notification to the 50 states, D.C., Puerto Rico, and
V.I. Data is to be produced in fielded format compatible with end user
data base or word processing system. Approximately 60,000 awards
processed annually. Distribution of the awards data may be in one or
more of the following formats/media: automatic download, print and
mail, write to diskette and mail. 3. Operate a central processing
system. This software system must compare new contract award employers
with a master employer file of approximately 200,000 records and
output files of awards and new contractors for each state to use as an
input file for their state module. System shall add federal
contractors generated by VETS-100 reporting to the master file, load
contractor awards file daily and compare with master file for match,
load award and contractor information for each state in compressed file
for distribution to each state as requested (Bulletin Board, diskette).
Perform system software maintenance. The following capabilities are
desired over and above the operation of the basic program in 1-3 above,
but not required. They should be addressed to the extent possible as
enhancements. 4. Revise or enhance state software module. Distribute a
state module with menu-driven options that provide the following
features and capabilities: sort, select, view and display, and edit a)
employer information, b) contractor award information. Option for word
processing to include merge of awards and contractor data fields with
text; option for connection to BBS or to select predetermined download;
option for automatic load of new contractor and awards files. Provide
user support to include: user's manual with updates; telephone and BBS
technical support; module software maintenance and updates. Maintain
continuous system analysis and develop new features based on user feed
back. 5. Federal Contractor Report Info-Access: provide via telephone
relevant information to employers, attorneys and others on reporting,
affirmative action for veterans and job listing requirements. Provide
assistance on VETS-100 report questions. General information should be
updated periodically and submitted to the VETS Bulletin Board to
facilitate greater access. The proposed performance period will be one
year starting October 1, 1996 with up to two additional twelve-month
options. At a later date, transition of equipment from present operator
will be arranged in conjunction with the actual award. Interested
offerors should submit a package delineating qualifications and
capabilities for meeting the requirements described above as well as
references substantiating past performance on similar efforts. Packages
must be received not later than June 14, 1996. The number of
submissions will determine the need for a competitive solicitation.
