Development (USAID) contemplates issuing a Request for Proposals (RFP)
for services under its Foreign Language Training Program (FLTP). The
purpose of the program is to provide training in languages other than
English at designated competency levels and to assess competency levels
in speaking and reading to ensure effective communication and job
performance in lesser-developed countries. Employees shall be trained
in up to 51 different languages to achieve competency levels
established by the Foreign Service Institute (FSI) to provide employees
with effective communication skills which support job effectiveness.
Training facilities must be readily accessable to the Department of
State, 21st Street, N.W., Washington, D.C. 20523 by D.C. Metro service.
Required services will be implemented under the technical direction of
the Training and Staff Development Division of the Office of Human
Resources Development and Management. Contractors will be required to
provide classroom space, qualified instructors, training materials,
flexible hours, and on-site supervisors to monitor instructors and
classes. USAID contemplates making three awards from this solicitation,
as follows: two awards as small business/small disadvantaged business
set-asides, and one award based on full-and-open competition. The SIC
code for this procurement is 8299. Each award will result in an
indefinite quantity type contract (IQC) for a three-year base period
and a two-year priced option period with a maximum ordering limitation
of $900,000 over the full five years. In accordance with FAR 52.219-9,
a small business/small disadvantaged business subcontracting plan must
be submitted unless the offeror is a small business or small
disadvantaged business. All other selection criteria being found equal,
the participation of such additional small business/small disadvantaged
business subcontracting may become a determining factor for selection
of the full-and-open award. All responsible sources may submit a
proposal which shall be considered by the Agency. Interested offerors
may request a copy of RFP OP/B/HNE-96-008 by submitting a written
request to Georgia Fuller at fax no. 703-875-1519 or at the address
listed at the end of this notice. Walk-in and telephone requests will
not be honored. To help identify potential subcontractors, a list of
all organizations requesting a copy of the solicitation will be sent
with the solicitation document. Organizations are encouraged to
indicate whether they are small business/small disadvantaged business
entities when requesting the solicitation and may indicate that they do
not wish to be included on the list. By providing the list, USAID does
not endorse the organizations listed as being capable of carrying out
the activity, nor does USAID verify the claimed status of the
organizations. Necessarily, the list will contain the names of only
those organizations known prior to the issuance of the solicitation
