ENFORCEMENT AGENCIES SOL DTFR53-94-C-00070. POC Contracting Officer,
Robert L Carpenter, 202/366-0564. The Federal Railroad Administration
(FRA) intends to negotiate on a sole source basis with the
International Association of Chiefs of Police (IACP) of Alexandria,
Virginia for a modification to an existing contract to add 3 more
workshops for law enforcement professional to combat railroad
trespassing in California, Florida and Ohio during the period July 26
through September 30, 1996. A contract was originally awarded to the
IACP in 1994 for this ongoing project based upon the IACP's unique
capacity, relationships, familiarity and influence in promoting such
outreach programs in law enforcement communities around the nation.
Previous workshops conducted under this contract have met with such
success that 3 additional sessions are now planned in the states as
mentioned above. The applicable authority for this announced intention
is 41 USC 253(c)(1) as implemented by FAR 6.302-1, ``Only One
Responsible Source.'' This notice is for public information only. This
