Contracting Officer: Jim Gips, (713) 483-5998 NASA/JSC plans to issue
a Request for Proposal (RFP) for a cost reimbursement contract for the
acquisition of engineering and product support, and hardware and
software necessary to provide the SRMS program with a continuing,
dedicated level of program experience and necessary resources to asaure
long-term Orbiter operations support by the RMS. The work to be
performed shall include support tasks, and hardware development,
production, maintenance, and repair. Support tasks shall include five
functional groups: logistics management, sustaining engineering and
product support, data base management, support to Kennedy Space Center,
and support to Johnson Space Center. Hardware development,production,
maintenance, and repair shall include necessary resources to design,
develop, fabricate, assemble, integrate, test, and deliver hardware to
ensure RMS viability through the life of the Shuttle program.-- NASA
contemplates contracting with the Canadian Commercial Corporation/SPAR
Aerospace Limited.-- Planned period of performance is from January 1,
1997 through December 31, 2001. See Numbered Note 22. Requests for
copies of the RFP must be submitted to the contract specialist or the
contracting officer. An ombudsman has been appointed to hear concerns
from offers and potential offerors during the preaward and postaward
phases of this acquisition. The purpose of the ombudsman is not to
diminish the authority of the contracting officer, the Source
Evaluation Board, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the ajudication of formal contract disputes. Interested
parties are invited to call the installation ombudsman, Susan H. Garman
at 713-483-0490. Concerns, issues, and disagreements which cannot be
resolved at the installation may be referred to the NASA ombudsman, Tom
Luedtke at 202-358-2090. RFP will be released on or about 45 days after
publication in the Commerce Business Daily (CBD). Firm date for receipt
of offers will be stated in the RFP. All responsible sources may submit
an offer which shall be considered by the agency. If there are any
