Officer (407) 494-7227. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation, proposals
are being requested and a written solicitation will not be issued.
Solicitation number F08650-96-RA020 is issued as a Request for
Proposal. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-37
and through Defense Acquisition Circular 91-10. This procurement is
open to all responsible sources. The standard Industrial Classification
code is 3563 and business size standard is 500 employees. This
requirement is for a fixed-price contract for 8 line items. Line Item
0001: Quantity-2 ea, Description-gaseous helium compressors.
Operational specification: capacity-400 SCFM/250 SCFM, suction-275
PSIG/150 PSIG, discharge-6000 PSIG, duty-continuous or intermittent,
compressor speed-900 RPM, cooling-air cooled, power-460 volt, 3 phase,
60 hertz electric motor. Compressors will be used to compress gaseous
helium from a tube-bank truck into the SLC-36 helium tanks. The helium
is used on the launch vehicle during flight, for purging fuel and
oxidizer systems. Compressor shall be an oil-less piston (compression)
seal, air cooled, reciprocating type. Capable of operating in a sea
coast environment, capable of operating at sea level in average summer
environment of 100 degrees F and 100 percent relative humidity and an
average winter environment of 32 degrees F and 70 percent relative
humidity. Capable of operating a minimum of 30,000 hours. All periodic
maintenance items must be placed such that maintenance is readily and
easily accomplished. Compressor mounted on its structural steel base,
must fit within a space 11 ft wide X 9 ft deep X 8 ft high. All
compressor parts and components must be accessible and be able to be
removed for repair within the maintenance area: 17 ft wide X 15 ft deep
X 10 ft high. Compressor shall not require the removal from its
foundation for any periodic maintenance. Compressor must be constructed
of materials standard in the industry for compressors similar to the
one described by the specifications, including operation in a sea coast
environment. The compressor system shall be furnished with all required
components including but not limited to the following: discharge
pressure control/regulation device(s), safety relief device(s),
pressure and temperature gage(s) after each stage and at the inlet to
the first stage, oil pressure gage(s), all gages are to be LED type,
air cooled intercooler(s), aftercooler(s) and fan(s), oil and moisture
separator(s), oil/moisture manual and automatic drain valve(s), oil
filter (s), gas purifier(s) and filter(s), pulsation dampener(s) and
electric motor. Compressors must include blow-by recovery system,
induction pressure controller and regulator, blow-by oil recovery
coalescer and auto drain and suction/surge vessel. Mounted on
heavy-duty structural steel base suitable for fastening to a poured
concrete foundation, with a suitable vibration isolator between the
base and concrete, such as a rubber liner. Suitable protective coating
must be applied for all externally exposed surfaces to prevent
corrosion in the sea coast installation location. Protector sensor:
low/high gas intake pressure transmitter, high gas discharge pressure
switch and vibration switch. Control System: contractor supplied
control system must be wholly capable of supporting all operations
described in this specification. The compressor control system shall
contain a control panel and a remote status panel. The compressor
control system shall be the primary control component. All start-up and
shutdown controls shall be located at the compressor control panel.
Line item 0002: Quantity 2 ea Compressor control panels with NEMA 4XS/S
(stainless steel, corrosion resistant) cabinet. Description- reduced
voltage starter with by-pass contractor, operator interface with the
following indication lights and controls: compressor run time (hour)
meter, emergency stop button, system on/off switch, start button, stop
button, compressor running indicator, below minimum induction pressure
(fault) indicator, below minimum induction temperature (fault)
indicator, above maximum final discharge pressure (fault) indicator,
above maximum final discharge temperature (fault) indicator, below
minimum oil pressure (fault) indicator, above maximum motor temperature
(fault) indicator, above maximum vibration (fault) indicator, automatic
oil/moisture drain valve failure indicator, fault reset button, analog
1/0 for transmitter and temperature controllers, short circuit,
protective device and safety shutdown, automatic drain valve, suction
solenoid valve, automatic operation, constant pressure control,
fittings for nitrogen purge of the cabinet. Line item 0003: Quantity 2
ea -oil removal system to reduce oil content of discharge gas to 1
part per million. Line item 0004: Quantity 2 ea-spare parts for 1 year
or 5000 hours of operation. Line item 0005: Quantity 2 ea Compressor
start up with a factory technician available for start up and operator
training. Line item 0006: Quantity 18 ea-pressure transmitters with
LED display and 4-20 Ma output. Line item 0007: Quantity 26
ea-temperature controllers with LED display and 4-20 Ma output. Line
item 0008: Quantity 1 ea-Remote status panel with NEMA 4XS/S (stainless
steel, corrosion resistant) cabinet. The panel for both compressors to
include: individual emergency stop buttons, individual master fault
light that illuminates when control panel fault indicators on, audible
alarm for master fault light, LED displays for all pressure
transmitters and temperature transmitters and designed to be mounted on
an interior wall up to 100 feet from control panel. Required delivery
date is 24 weeks/6 months after award of contract with acceptance and
FOB at destination. Delivery shall be coordinated at least thirty days
prior to planned delivery. Delivery will be to 3 SLS/MAM, 2427 Central
Control Road, Cape Canaveral Air Station. Between the hours of 9:00
A.M. to 3:00 P.M., Monday through Friday, (excluding federal holidays).

Certifications-Commercial Items. Offerors shall provide a completed
copy of the provision at DFARS 252.212-7000. DFARS 252.212-7001
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial Items
with the following applicable clauses: DFARS 252.225-7012 Preference
for Certain Domestic Commodities. Any contract awarded as a result of
this solicitation will be a DO rated order certified for national
defense use under the Defense Priorities and Allocations System (DPAS)
(15 CFR 700). The Government intends to make a single award to the
responsible offeror whose offer is the most advantageous to the
Government considering price and price related factors. Provision
52.212-2, Evaluation-Commercial Items: Complete paragraph (a) with the
following: Award will be made to the offeror that meets the
solicitation's minimum criteria for technical acceptability at the
lowest price. To be determined technically acceptable, the offeror must
furnish product literature that demonstrates the products offered meet
each and every requirement stated in the purchase description given
above for items 0001 through 0008. Offers are due no later than 2:00
EST 6 Jun 96 at the 45th Contracting Squadron, 1201 Minuteman Street,
