The Carderock Division of the Naval Surface Warfare Center seeks design, scientific, and technical services/studies/analyses to assist with ongoing and future RDT&E projects in the areas of signature reduction materials, modeling, and systems. The areas of support include performance modeling and prediction, scale-model prediction and design validation, materials design and evaluation, and technical documentation development. 138,670 hours of labor are estimated to be required over a five year period with a staffing of approximately 11 personnel. Offerors must posess a facilities clearance issued by DISCO for the receipt and storage of classified material. When responding to this announcement offerors shall include documentation of such clearance and shall indicate a return address for classified documents complete with point of contact. A clasified Statement of Work will be forwarded to that address at the time of RFP release. Offerors failing to include this information will not receive the classified portion of the RFP, and therefore will be unable to submit a responsive offer. A Department of Defense security clearance to the DoD secret level will be required for the contractor's facilities and all personnel. The RFP shall be issued on/about 16 June 1996 with a response time of 45 days. Any communication regarding this procurement must be in writing.
