Contracting Officer, (703) 648-7390 The overall objective of the study
will be to test the hypothesis that VOCs are frequently present in
urban precipitation. More specifically, the study will estimate the
occurrence, concentrations, temporal and spatial variability, and mass
flux of VOCs in precipitation in and near the City of Glassboro, NJ
and other areas. Components will consist of (1) Study design; (2)
Development of field equipment and laboratory analytical methods; (3)
Preparation of a quality assurance plan; (4) Analysis of 150 to 200
environmental and QC samples; and (5) Quarterly progress reports on
components 1-4 and a final report summarizing the study findings. The
specific VOCs to be measured are listed in the solicitation. The
contractor shall have existing knowledge and experience in designing
monitoring programs and in developing a method to measure VOCs in air
and precipitation, although the analysis of VOCs in air is the primary
focus of this work. This procurement will be processed through
Simplified Acquisition Procedures and vendors will be required to
submit written quotes. The anticipated award date will be July 5, 1996.
It is the intention of this office to issue this solicitation via
Electronic Data Interchange (EDI) through the Government's Federal
Acquisition Computer Network (FACNET) system. Vendors who are
registered with FACNET need not respond to this synopsis since the
solicitation will be available on FACNET on or about May 23, 1996.
Vendors who are not registered with FACNET may either submit a written
