Sonenthal, 410-962-7646 1. CONTRACT INFORMATION: a. Architect-engineer
services are required for one indefinite delivery-type Interior Design
contract. The type of contract proposed is Firm Fixed-Price. Contract
will be for a 12-month period and will contain an option to extend for
12 additional months. Cumulative total of all delivery orders shall
not exceed $750,000; individual delivery orders shall not exceed
$150,000. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a
large business concern, a subcontracting plan with the final fee
proposal will be required, consistent with Section 806 (b) of PL
100-180, PL 95-507, and 99- 661. A minimum of 25% of the total planned
subcontracting dollars shall be placed with small business concerns.
At least 5 percent of total planned subcontracting dollars shall be
placed with small disadvantaged businesses, including Historically
Black Colleges and University or Minority Institutions, and 5 percent
with women-owned businesses. The plan is not required with this
submittal. 2. PROJECT INFORMATION Delivery orders under this contract
will consist of architectural/interior design services for new
construction, additions, alterations, rehabilitation, maintenance, and
repair on a wide variety of facilities at various locations supported
by the Baltimore District and may be used by other Federal agencies
within the continental U.S. Design services will include space planning
and programming, design of new and remodeled spaces for various
functions, and all stages of building related and furniture related
interior design, including preparation of plans, specifications,
as-builts and construction schedules, furniture layouts, color boards,
furniture and finish selection and specifications, and cost estimates.
Delivery orders may also include design of systems furniture/pre-wired
stations layouts. Projects may include coordination of telephone
services, local area network (LAN) systems, and security features.
Experience on projects dealing with such items should be provided. Work
will primarily involve architectural and interior design but may also
include mechanical, electrical, structural and civil engineering as
required. Capacity to do the work must be shown in submittal. Selected
firm should have CADD capability, state type of equipment to be
utilized and ability to translate data files between systems. 3.
SELECTION CRITERIA: See Note 24 for general A-E selection criteria. The
prime must have a minimum of two (2) licensed / certified interior
designers on staff. Recent specialized experience and technical
competence of the firm, including consultants, in the following must be
shown: (1) Providing services similar to those described in project
information. (2) Use of General Services Administration (GSA) and
Federal Prison Industries (FPI) furniture schedules and procedures. (3)
Demonstrated experience in use of systems and modular furniture. (4)
Producing quality designs as evidenced by the firm s quality control
procedures. (5) Effective coordination and management of the project
team, including consultants. (6) Construction cost estimating and
preparation of estimate on IBM compatible personal computers using
Corps of Engineers Micro-Computer Aided Cost Estimating System
(M-CACES) GOLD version or similar system (M-CACES software will be
provided.) (7) Producing computer aided drafting and design (CADD)
drawings, (8) Experience must be shown with on-site data gathering and
analysis, building models, perspective sketches, furniture and
equipment layouts, and schematic floor plans. (9) Experience including
design and coordination of interior building materials, finishes, and
furnishing package. (10) Demonstrated ability to develop staging plans
for movement of personnel to temporary areas and back to renovated
spaces. (11) Qualification of designers will be based on completion of
a recognized program of academic training in interior design or
architecture. 4. SUBMISSION REQUIREMENTS: See Note 24 for general
submission requirements. Interested firms having the capabilities to
perform this work must submit a copy of SF 255 for the proposed team
and copies of SF 254 for the prime firm and all consultants to the
above address. Responses to this announcement received within 30 days
from the date of this issue will be considered for selection. A
solicitation package will be provided to the selected firm after
