The Health Care Financing Administration intends to award a Cost Plus Fixed Fee contract to perform a pilot test of HCFA's Medicare contractor internal control systems utilizing the American Institute for Certified Public Accountants (AICPA) Statement on Auditing Standards Number 70 (SAS-70). The contractor will conduct separate SAS-70 reviews of six Medicare contractors selected by HCFA located in regions four, six, seven and nine. The review process will include a risk assessment, a SAS-70 review, testing of selected control objectives, preparation of certified reports with addendums, and performance of a closing/consultation conference. It is anticipated that multiple awards will be made. Interested vendors should be Certified Public Accounting firms that have experience in conducting SAS-70 reviews. In addition, the CPA firm must demonstrate experience in Medicare Rules and Regulations, Claims Processing, EDP Systems, Evaluations, and Audits of Intermediaries, Carriers, Commercial and/or Private Health Insurers as well as experience in auditing major Insurance Companies.
