Selection, in accordance with Appendix BB to the Federal Acquisition
Regulation, is being conducted for the acquisition of JOC. The subject
acquisition is for a broad range of maintenance, repair and minor
construction work on real property at Fort Meade, Maryland and
surrounding areas; in support of the Directorate of Public Work
activities. The contract will be an Indefinite Delivery/Indefinite
Quantity type contract and will include a wide variety of individual
construction tasks as identified in the Unit Price Book (UPB). During
the contract period, the Army will identify construction tasks required
to complete each specific job and contracting will negotiate and issue
individual delivery orders to the contractor to complete those jobs.
The contractor will be required to furnish all materials, equipment and
personnel necessary to manage and accomplish the projects. The
contractor will be required to maintain a management office on Fort
Meade in order to receive delivery orders and provide other management
services related to accomplishing individual jobs. Individual jobs
will vary in size and complexity and will include tasks in a variety of
trades, including carpentry, road repair, roofing, excavating, interior
electrical, steam fitting, plumbing, sheet metal, painting, demolition,
concrete masonry and welding. The performance period will be a twelve
month basic year with four (4) twelve month option period years to be
executed at the Government's option. The guaranteed contract minimum is
$300,000.00 for the base year and $300,000.00 for each optionyear
exercised. The proposed maximum is $25,000,000.00. The average value of
JOC's 189 independent orders during the previous 3 years was $54,588
with a range from $2,000 to $472,000. The Government anticipates
significant subcontracting activity under the JOC contract.
Solicitation is expected to be issued on or about 30 June 1996. The
proposed project is unrestricted. There is an $80.00 non-refundable
charge for the UPB. Payment in the form of a company check, certified
cashiers check or U.S. Postal money order made payable to ''Defense
Accounting Office'' must accompany each request. Personal checks and
cash will not be accepted. All requests must be in writing. Telephone
