20535 56 -- CONTRACTOR TO PROVIDE 204 CONCRETE PLANTERS SOL IFB-6971 POC

combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. The announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is being
issued as Inivitation For Bid (IFB)-6971. This solicitation
incorporates provisions and clauses that are those in effect through
Federal Aquisition Circular 90-36. This solicitation is 100% small
business set-aside. Standard Industrial classification is 1771 with
small business standard set at 7.0 million. Contract line items are as
follows: Number 001) Twenty four (24) each, 3'x 6'x 30'' high
rectangular concrete planters, 002) Fifty-six (56) each, 4'x 30'' high
round concrete planters, 003) Sixty-three (63) each, 4'x 22'' high
round concrete planters, and 004) Sixty-one (61) each, 4'x 4'x 30''
high square concrete planters. The contractor shall supply precast,
reinforced concrete planters as per the following specifications: All
concrete planters shall be made from Portland cement conforming to ASTM
c-150 for types I, II, and III. All concrete planters shall have 3/8''
rebar reinforcement running in both reinforcement horizontal and
vertical directions spaced evenly. Each of the horizontally placed
rebar shall wrap or hook around the vertically placed rebar in the
corners of the square and rectangular planters. The rebar running
vertically shall be placed to the inside of the horizontal rebar.
Minimum wall thichness is 2 1/2''. Minimum base thickness is 4''.
Minimum compressive strength: 4,000 psi at 28 days. All planters shall
have a centered 1'' to 2'' diameter drain hole in the base. All
planters shall be free of defects, chipping or damage. All square
planters shall have: Outside width dimension of 4'-0''. Weight range:
1900 to 2100 lbs. shape/style: Dura Art Stone's Model S-4A-30 or equal.
Color: Dura Art Stone's S-7 (sand Buff) or equal. Surface Finish: Dura
Art Stone's acid etched (AE) surface finisher or equal. Rectangular
Planters: outside width x length dimensions: 3'-0'' x 6'-0''. Weight
range: 2100 to 2300 lbs. Shape/Style: Dura Art Stone's model S-6A-3/30
or equal. Color: Dura Art Stone's S-7 (sand buff) or equal. Surface
Finish: Dura Art Stone's acid etched (AE) surface finish or equal.
Round Planters: outside diameter 4'-0''. Weight range 1200 to 1700 lbs.
Shape/Style: Dura Art Stone's model S-4'D-30'' high and S-4'D-22'' high
equal. Rebar location markings: A 1'' long by 1/8'' wide black,
permanent ink mark shall be placed on the inside of each planter 2''
down from the top of the planter directly over each rebar running in
the vertical direction to show the rebar's exact location. Color: Dura
Art Stone's S-7 (sand buff) or equal for 56 round planters and Dura
Art Stone's S-9 (rustic brown) color or equal for 63 round planters.
Surface Finish: Dura Art Stone's acid etched (AE) or equal for the 56
planters of the Dura Art Stone's S-7 or equal and Dura Art Stone's
light sand blast (LSB) surface finish or equal 63 planters of the Dura
Art Stone's S-9 or equal . The contractor shall submit shop drawings
to the FBI prior to production of the planters. Shop drawings shall
indiciate size and shape dimensions, weight, reinforcement placement,
concrete strenth and color and finish. Shop drawing shall require
Contracting Officer Technical Representative (COTR) and Contracting
Officer's (CO) review and approval prior to planter production. Prior
to final acceptance of the work, all material and workmanship shall be
completed to satisfaction of the CO. Any material or work not accepted
by the CO shall be removed and replaced at no additional cost to the
FBI. The contractor has 90 calendar days from receiving the notice to
proceed to deliver all the planters. The planters shall be delivered to
the JEH Building. The delivery trucks shall be shown at the time of
delivery where to park during the off loading of the planters at 935
Pennsylvania Ave., N.W., Washington, D.C. 20535. A two (2) day delivery
notice shall be given tothe FBI's COTR. The provision at FAR 52.212-1,
Instructions to offerors-commercial items applies to this acquisition.
All offeror's shall include a completed copy of the provision at FAR
52.212-3, Offeror representations and certifications-commercial items,
with the offer. The clause at FAR 52.212-4, contract terms and
conditions-commercial items applies to this acquisition. Addendum to
paragraph (g) - Invoices shall be submitted to the address listed
above. Also, the FBI requires 15 days for the processing of the
invoice. Addendum to paragraph (o) warranty shall be one year from
acceptance with the following optional clauses at paragraph (b)
applicable: subparagraoh (3), (4), (6), (7), (8), (10), (11), (15).
Facsimiles of Bids will not be accepted. All Bids shall be submitted to
the address listed above no later than 3:00 P.M. local time, May 31,
1996. All bids shall be clearly marked with IFB-6971. The point of
